Salary: Commensurate with experience

General Description and Classification Standards

The Traffic Engineer is accountable for delivering administrative and technical assistance in areas such as permitting, plan assessment, traffic safety, traffic management, inspections, and general operations. This role involves supporting office operations and providing exceptional customer service to both internal and external stakeholders. The position requires a high degree of initiative and independent judgment under the guidance of the division director, ensuring that top-tier customer service is consistently delivered while upholding the City's core values and culture.

Supervision Received

Work is performed under general supervision, with oversight and guidance from a director or senior professional. The ability to work independently with minimal supervision or collaboratively as part of a team is essential. Reports to a senior employee or Director.

Essential Duties & Responsibilities

The following responsibilities are typical for this position and should not be considered exhaustive:
  • Engages with applicants to provide information regarding sidewalk, lane, and roadway closure permits, as well as general requirements of the permitting process.
  • Reviews traffic control plans, permit applications, and related documents to ensure accuracy, completeness, and compliance with established regulations.
  • May coordinate routing of plans to relevant agencies for approval.
  • Facilitates the issuance of lane/road closure and sidewalk closure permits.
  • Collaborates with inspectors to arrange necessary inspections.
  • Utilizes office equipment, including computers, to support word processing, spreadsheet, and database applications.
  • Maintains electronic files related to permits and associated documentation.
  • Conducts records research to document project history and compliance, coordinating with external agencies to meet all permit requirements.
  • Discusses plans, specifications, and work schedules with contractors, utility companies, and other governmental entities.
  • Employs technology to monitor traffic conditions and flow.
  • Investigates traffic issues and proposes solutions to enhance traffic flow and safety.
Decision Making

The ability to prioritize tasks, adhere to standardized procedures, and follow written/verbal instructions is crucial. The incumbent must effectively process information and determine subsequent steps to complete tasks or resolve issues, knowing when to escalate matters to senior management. The role involves selecting from various procedures and methods to accomplish tasks and may include resource allocation decisions within organizational guidelines.

Leadership Provided

Provides guidance and training to junior staff, interns, and temporary employees, and may lead work groups, offering direction and training to less experienced personnel.

Knowledge, Skills & Abilities

Knowledge of engineering principles and practices related to the Manual on Uniform Traffic Control Devices (MUTCD); understanding of traffic operations theory and practice; ability to read and interpret engineering plans, specifications, and technical documents; proficiency in mathematical computations; ability to interpret and apply relevant codes, ordinances, regulations, and laws; familiarity with construction documents and the ability to recognize elements within them for permitting activities; comprehensive knowledge of customer service principles.

Effective communication skills, both oral and written; ability to exercise independent judgment and make sound decisions according to established procedures; capacity to work efficiently under pressure and meet deadlines; ability to collaborate with team members to address customer challenges; understanding of the operations of the permitting division and the City to fulfill assigned responsibilities; ability to read and interpret construction blueprints and specifications; ability to establish and maintain effective working relationships with colleagues, officials, representatives of other agencies, developers, contractors, and the public; capacity to provide information and answer questions regarding procedures in a courteous manner; ability to gather relevant information to solve practical problems.

QUALIFICATIONS

Minimum Qualifications - Education and Experience
  • Bachelor's degree in civil engineering.
  • Two (2) years of professional engineering experience in transportation systems and programs, equivalent to a Transportation Engineer.
Preferred Education & Experience

Bachelor's degree in Civil Engineering and five (5) years of professional engineering experience in transportation systems and programs, equivalent to a Transportation Engineer.

Licensures and Certifications

None required.
