Position Overview

POSITION SUMMARY

The Senior Water Attorney/Director of California Water Policy will directly report to the California Director and will be tasked with spearheading initiatives to reform state and federal water legislation and policy within California. This role involves collaborating with water right holders and state agencies to facilitate and finalize water rights transactions, as well as securing necessary approvals to restore and enhance instream flow for the benefit of native coldwater fisheries. Additionally, the position requires leading intricate, multi-party negotiations aimed at improving water management practices.

Trout Unlimited stands as the foremost conservation nonprofit dedicated to safeguarding and restoring river flows amidst a changing climate and an increasingly hotter, drier future for the Western United States. In California, we have taken the lead in developing collaborative projects with water users to enhance stream flows and ensure water supply reliability. Our efforts include instream flow dedications, legislative initiatives to refine water right administration, state programs aimed at establishing standards to protect instream beneficial uses and the public trust, as well as scientific methodologies for water measurement and management. We are in search of a dynamic and skilled water attorney to assist our water team in defining and executing the next phase of our mission, paving the way for a sustainable future for California's water resources.

KEY RESPONSIBILITIES

  • Offer legal counsel and transaction support to our Water and Restoration project managers as they engage with water right holders, agencies, NGOs, and other stakeholders to design and implement cooperative projects that enhance instream flow and water supply reliability.
  • Draft, submit, and secure approval for water right applications, change petitions, and other necessary approvals linked to voluntary projects and transactions aimed at ensuring instream flow.
  • Advocate for reforms in water law and policy before the California Legislature, as well as state and federal agencies.
  • Represent Trout Unlimited in complex negotiations concerning water management, reservoir operations, dam removal, and other issues impacting fisheries.
  • Collaborate with the California Director and state/regional Water Program staff to define the future scope, vision, and strategies for TU's California Water Program.
  • Prepare grant applications, reports, and public outreach materials.
  • Integrate program activities with TU's North Coast, Central Coast, and Sierra Nevada restoration programs, as well as TU's California Science Program and grassroots State Council and Chapters.

QUALIFICATIONS

  • Licensed to practice law in California, with substantial experience in California water law and water rights. A solid understanding of key issues in California water law, including instream flows, reasonable use, the public trust doctrine, curtailment rules, conjunctive use, water transfers and leasing, groundwater recharge, and measurement/monitoring is essential.
  • Experience in government affairs at the state and/or federal level; established relationships with California state agencies and experience advocating before the California Legislature are highly desirable.
  • Experience collaborating with Tribal Nations and knowledge of tribal water law and natural resource management is particularly advantageous.
  • Ability to creatively problem-solve to achieve conservation objectives.
  • Exceptional interpersonal skills and the capacity to work constructively with a diverse range of partners, including farmers, landowners, industry representatives, scientists, nonprofit organizations, foundations, and public agencies.
  • Proven experience in negotiations.
  • Demonstrated organizational, project management, and problem-solving skills, with the ability to prioritize workload effectively and maintain a high level of motivation and self-direction.
  • Excellent written and verbal communication skills, along with strong research and analytical capabilities.
  • Willingness to travel within California and occasionally to other states. A valid driver's license and personal vehicle are required.
  • A genuine passion for trout and salmon and their habitats.

COMPENSATION AND BENEFITS

At Trout Unlimited, we recognize the importance of work-life balance for personal well-being and strive to foster a healthy, family-friendly environment. This is a full-time position offering a comprehensive benefits package. The salary range for this role is $115,000 – $145,000 annually. Compensation decisions are influenced by various factors, including an individual's qualifications, the location of the role, internal equity, and alignment with market data.
