Lead Water Law Specialist

POSITION SUMMARY
The Senior Water Attorney/Director of California Water Policy will be instrumental in spearheading initiatives aimed at reforming both state and federal water legislation and policies within California. This role involves collaboration with water rights holders and governmental agencies to facilitate and finalize water rights transactions, ensuring the restoration and enhancement of instream flow to benefit native coldwater fisheries. Additionally, the position will lead intricate, multi-party negotiations to optimize water management practices.

Our efforts encompass instream flow dedications, legislative advocacy for improved water rights administration, state programs to establish standards for protecting instream beneficial uses and the public trust, as well as scientific methodologies for water measurement and management. We seek a dynamic and skilled water attorney to guide our water team in defining and executing the next phase of our mission, shaping the future of California's water landscape.
KEY RESPONSIBILITIES
- Provide expert legal counsel and transactional support to our Water and Restoration project managers as they engage with water rights holders, agencies, NGOs, and other stakeholders to develop and implement cooperative projects aimed at improving instream flow and water supply reliability.
- Draft, submit, and secure approvals for water right applications, change petitions, and other necessary approvals related to voluntary projects and transactions that promote instream flow.
- Advocate for reforms in water law and policy before the California Legislature and relevant state and federal agencies.
- Represent Trout Unlimited in complex negotiations concerning water management, reservoir operations, dam removal, and other issues impacting fisheries.
- Collaborate with the California Director and regional Water Program staff to define the future scope, vision, and strategies for TU's California Water Program.
- Prepare grant proposals, reports, and public outreach materials.
- Integrate program activities with TU's North Coast, Central Coast, and Sierra Nevada restoration initiatives, as well as TU's California Science Program and grassroots State Council and Chapters.
QUALIFICATIONS
- Licensed to practice law in California, with substantial experience in California water law and water rights. A strong understanding of key issues in California water law, including instream flows, reasonable use, the public trust doctrine, curtailment rules, conjunctive use, water transfers and leasing, groundwater recharge, and measurement/monitoring is essential.
- Experience in government affairs at the state and/or federal level, with established relationships with California state agencies and experience advocating before the California Legislature being particularly advantageous.
- Experience collaborating with Tribal Nations and familiarity with tribal water law and natural resource management is highly desirable.
- Ability to creatively problem-solve and think strategically to advance conservation objectives.
- Exceptional interpersonal skills and the ability to work collaboratively with a diverse range of partners, including farmers, landowners, industry representatives, scientists, nonprofit organizations, foundations, and public agencies.
- Proven experience in negotiations.
- Strong organizational, project management, and problem-solving skills, with the ability to prioritize tasks and demonstrate self-motivation.
- Excellent written and verbal communication skills, along with superior research and analytical capabilities.
- Willingness to travel within California and occasionally to other states, with a valid driver's license and personal vehicle required.
- A genuine passion for trout and salmon and their habitats.
