Role Summary:

The Program Manager plays a crucial operational role, tasked with the planning and governance of the program, ensuring the successful delivery of its outputs/products. This position requires substantial experience in managing large-scale and intricate projects, particularly within the construction sector.

Key Responsibilities:

  • Oversee daily program management throughout the lifecycle of contracts and task orders.
  • Strategically plan the overall program and track its progress.
  • Administer the program's financial resources effectively.
  • Identify and mitigate risks and issues, implementing corrective actions as necessary.
  • Coordinate interrelated projects and manage their dependencies.
  • Optimize resource utilization across projects while maintaining up-to-date personnel records.
  • Facilitate communication among stakeholders.
  • Ensure compliance with contract deliverables and maintain essential documentation, including program management plans and quality assurance protocols.
  • Collaborate closely with site Project Managers and team leads.

Essential Attributes:

  • Demonstrated experience in project management, particularly with large and complex initiatives.
  • Strong grasp of project and program management methodologies and techniques.
  • Experience in managing multiple contracts and transitions.
  • Comprehensive understanding of the program's broader objectives.
  • Ability to engage positively with diverse stakeholders involved in corporate program management, including finance and contracting departments.

  • In-depth knowledge of budgeting and resource allocation processes.

Regular Duties:

  • Collaborate with project sponsors, cross-functional teams, and assigned project managers/task leads to outline and develop project scope, deliverables, resource requirements, work plans, budgets, and timelines for new initiatives.
  • Maintain the Project Management Plan, detailing key activities, milestones, and resource allocations necessary for successful program delivery.
  • Lead program and project teams to maximize return on investments.
  • Identify essential requirements from cross-functional teams and external vendors.
  • Develop and manage project budgets, ensuring accountability for achieving established business objectives.
  • Analyze and address program risks, producing comprehensive reports for management and stakeholders.

Qualifications:

  • U.S. Citizenship is required, along with the ability to obtain and maintain a minimum of Secret clearance.
  • Highly organized with exceptional oral and written communication skills to interact with personnel and government agencies at all levels.
  • Proficient in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • A bachelor's degree is required, along with four (4) years of supervisory experience; alternatively, six (6) years of supervisory experience may substitute for a degree.
  • Familiarity with administrative operations, personnel management, and fiscal management at a managerial level is essential.
