Quantum Research International Transparency Analyst

Quantum Research International, Inc. (Quantum) is a certified DoD Contractor providing services and products to US/Allied governments and industry in various areas, including Cybersecurity, High Performance Computing Systems, Cloud Services and Systems, Space and Ground Support Systems, Aviation Systems, Missile Systems, Artificial Intelligence/Machine Learning Systems and Experimentation/Training, and Audio Visual Systems and Services.
We are seeking a highly skilled Transparency Analyst to support our Force Development Equipping, Plans, and Operations Division (FDP) team in the Headquarters Department of the Army (HQDA) G-8 Force Development organization at the Pentagon.
Responsibilities:- Track equipment from programming to budgeting to procurement to delivery and receipt at unit level.
- Collect, analyze, and document data in support of the Army Transparency team.
- Provide quality control assessments of Transparency data collection and submit a report quarterly to FDP leadership and the Transparency IPT.
- Familiarity with acquisition and programming (to include budget exhibits).
- Superior skills in Microsoft Excel to enable manipulation of large amounts of data.
- Reconcile differences between expected fielding and recorded deliveries, conduct updates on reconciliation of expected fielding quantities, and track requirements, acquisition, and deliveries.
- Assist in collecting, analyzing, documenting, and reporting financial and equipment procurement data as it relates to the Equipment Transparency Report (ETR).
- Prepare summary data using the data collection files and the ETR to show progress in meeting equipment delivery targets by component each quarter.
- Draft the Annual Transparency Data Collection Tasking Memo, review the Letter of Instruction (LOI) for necessary changes annually, coordinate with the government lead and AE2S-M automation team for issues and required capability upgrades in support of data collection, and prepare documents for formal staffing.
- During the Quality Control Review phase, the recommended status rating will be updated every other day and presented to the Government, electronically.
- Quarterly, prepare and make recommended changes to training materials and present for approval no later than 30 days prior to the beginning of the data collection phase and in support of semi-annual SSO Training materials shall explain the transparency initiative, purpose of the data collection, access to and means of using the automated tools, plus policy and procedures for data collection.
- Draft timely information papers, decision papers, weekly Director's notes, executive summaries, briefings for Senior Army leadership.
- Current SECRET clearance required.
- Bachelor's or Master's degree. Have a minimum of four (4) years of experience and expertise in Force Development (or equivalent duties. Experience may be obtained at varying levels of Army organizations, but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands. Equivalent experience with other government or Defense agencies/services is also acceptable.
- Familiarity and/or experience with acquisition and programming (to include budget exhibits).
- Have superior skills in Microsoft Excel to enable manipulation of large amounts of data.
- Must be able to work within a team environment, as well as independently.
- Must be able to communicate effectively with team members, government personnel, and senior Army leadership.
- Strong work ethic and ability to multi-task/manage multiple priorities.
