Position Overview:


This role serves as the Advisory and Assistance Services (A&AS) Program Analyst for the Building Partner Capacity Cell Executive Directorate (BPCIC).

Located within the Defense Threat Reduction Agency (DTRA) On-Site Inspection and Building Capacity Directorate (OB), the BPCIC operates under the Integration and Initiatives Department (OB-IN).

The BPCIC is led by representatives from the Cooperative Threat Reduction (CT), On-site Inspection and Building Capacity (OB), and Operations & Integration (OI) directorates, and is overseen by an Executive Committee (EXCOM) comprising the directors of these directorates along with Strategic Integration (SI).

The BPCIC was established with the following key objectives:


Ensure that ongoing and future DTRA building partner capacity (BPC) initiatives are strategically aligned and prioritized according to combatant command needs, Department of Defense (DoD), and DTRA objectives.

Enhance understanding of respective authorities, missions, capabilities, and challenges.

Integrate planning and synchronize the execution of OB, CT, OI, and SI BPC initiatives.


The BPCIC achieves these goals through a variety of initiatives, including hosting BPC forums and workshops, facilitating regular meetings between DTRA and inter-agency BPC stakeholders, publicizing BPC interests, and cataloging institutional knowledge.

The A&AS support analyst is a vital member of the BPCIC and reports directly to the OB-IN Department Chief. The support analyst aids in strategic communications, policy analysis, and various administrative tasks as required.

The ideal candidate will engage in a diverse range of activities, including team and department-level BPC integration planning, coordinating multiple projects, drafting policy white papers, maintaining the BPCIC's Task Tracker, and supporting the BPCIC's numerous recurring and ad-hoc deliverables.


Key Responsibilities:
Lead the creation and drafting of the BPCIC monthly newsletters.

Compile and maintain a database of activity inputs from the CT, OB, OI, and SI directorate's BPC efforts.

Assist in planning and coordinating the BPCIC annual regional combatant command workshops.


Facilitate and coordinate monthly forums/interagency forums, including the BPCIC Monthly Meeting, the BPCIC Quarterly Interagency Forums, and the BPCIC EXCOM Meetings.

Develop classified deep dive discussions focused on actors, threats, or hazards to BPC activities and the DTRA mission.

Assist in formulating BPC country strategies for DTRA country engagement manuals.

Develop and maintain the BPCIC activity task tracker.


Review national guidance documents (e.g., National Defense Strategy, National Biodefense Strategy, National Biodefense Posture Review) and analyze their respective BPC requirements and alignment with the DTRA Director's Strategic Intent across the directorates.

Additional tasks as required.

Required Qualifications:

Essential Skills and Qualifications:
Top Secret/SCI Security Clearance

Bachelor's degree in a relevant field and 3+ years of related experience

Willingness to travel up to 25% of the time

Experience engaging with United States Government inter-agency and intra-agency

Proficiency with Microsoft Office, Teams, SharePoint, ArcGIS Pro, and other required tool suites.

Strong writing and research capabilities

Ability to work collaboratively and independently

Excellent attention to detail, communication, critical thinking, and problem-solving skills

Preferred Qualifications:

Master's Degree

5+ years of relevant experience

DTRA CTR or Weapons of Mass Destruction (WMD) or Counter WMD experience

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws.

The projected compensation range for this position is provided within the posting and is based on full-time status. Part-time staff receive a prorated salary based on regularly scheduled hours.

The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of Noblis' total compensation package for employees.
