Sigma Defense is in search of a highly skilled professional with significant expertise in Navy and/or Defense training operations, policies, doctrines, systems, and procedural frameworks to provide support to the Commander, U.S. Fleet Forces Command (USFFC) as a Lead Program Analyst.


The ideal candidate will be a collaborative, client-oriented program analyst with a proven track record of leading working groups and cross-functional teams, possessing a minimum of 8 years of experience in managing extensive, intricate projects related to Navy and/or Defense training operations and policies.

Key Qualifications:

  • Experience at Echelon III (or higher) staff level is preferred.
  • Comprehensive understanding of Navy fleet training policies and programs.
  • Familiarity with the Optimized Fleet Response Plan (OFRP) and Fleet Response Training Plan (FRTP) is highly advantageous.

This position is contingent upon the successful award of a contract, meaning that the role will be confirmed once the contract is finalized.

The selected candidate will be offered the position contingent upon the contract being awarded to our organization.

Essential Requirements:

  • Minimum of 8 years of experience in the following areas:
    • Subject matter expertise in relevant task requirements (e.g., Academics, Warfare Areas, Program or Policy support).
    • Navy and/or Defense training operations, policies, doctrines, systems, and procedural frameworks.
    • Management and prioritization of large, complex projects involving multiple stakeholders.
    • Leadership in team and/or project settings.
    • Facilitation of working groups and cross-functional teams.
    • Application of best practices while managing multiple tasks and interruptions with minimal impact on productivity.
    • Engagement with senior staff at the Flag Officer/Director/Manager level.
    • Conducting fleet training analysis and assessments to identify gaps, training needs, and solutions.

Educational Background:

Bachelor's Degree from an accredited institution in any field of study is required. If no degree is held, a minimum of 10 years of relevant experience is necessary.

Security Clearance:

The candidate must possess or be able to obtain an active, Department of Defense issued Secret security clearance. A clearance will be sponsored for the right candidate.

Core Responsibilities (not exhaustive):

  • Support tasks include:
    • Providing guidance on integrating continuous performance improvement methods and best practices into Fleet training policy and management.
    • Reviewing Fleet training policies and offering recommendations for enhancements.
    • Drafting strategic plans for implementing changes based on policy document reviews and recommendations.
    • Coordinating with senior echelon training command staffs to ensure alignment across the Fleet.
    • Assisting with the planning and administration of the Fleet Training Integration Panel (FTIP).
    • Supporting the FTIP training requirements governance process.
    • Preparing analytical tools to assist in planning processes for organizational initiatives.
    • Conducting analyses to identify performance trends and training gaps.
    • Compiling and analyzing feedback to identify process improvements.
    • Reviewing and analyzing Fleet training policy and standards.
    • Monitoring and recommending changes to policy documents and action items.
    • Assisting in the development of Fleet training standards.
    • Providing accurate training policy and standards-related documentation for leadership.
    • Supporting the training pillar of the OFRP.

Compensation:

Salary range is between $80,000 and $100,000 annually.
