Salaries are structured on a six-step salary range schedule with annual increases of 5%. Typically, new hires start at the first step of the salary range, with progression to the second step upon successful completion of probation.

Role Overview:
Under supervision, a Fleet Operations Supervisor is responsible for overseeing and executing skilled maintenance tasks related to the repair, modification, and servicing of Santa Cruz METRO vehicles and equipment; manages and assesses Fleet Maintenance personnel; organizes and enhances safety and training initiatives for the department; develops, implements, and oversees departmental record-keeping and information systems; and performs related duties as necessary.

Key Responsibilities:

  • Oversees the activities of subordinate staff; schedules, assigns, directs, and monitors tasks; provides training; evaluates employee performance; participates in staff selection; may initiate or provide significant input into disciplinary actions.
  • Trains employees on enhanced work techniques and safety protocols; recommends training opportunities; assesses training needs as per Federal, State, and local regulations; plans, assists, and conducts training as necessary.
  • Plans, organizes, and schedules the maintenance, repair, and modification of Santa Cruz METRO vehicles and associated equipment; reviews, prioritizes, and assigns work orders; estimates necessary supplies, equipment, and hours for projects; ensures staff has the resources required to complete their tasks.
  • Ensures compliance with Federal, State, and local laws and regulations in assigned areas.
  • Assists in formulating departmental policies, procedures, work standards, rules, and budgets; enforces Santa Cruz METRO and departmental regulations, policies, and work standards.
  • Develops and maintains record-keeping systems for vehicle maintenance, repairs, inspections, service calls, fuel usage, and labor costs; prepares periodic reports on maintenance activities and projects; monitors maintenance standards and performance in areas such as oil/fuel analysis, service calls, labor costs, vehicle cleanliness, inspections, and shop safety; reviews repair work estimates.
  • Creates and implements a preventive maintenance program for transit vehicles and equipment; monitors vehicle failure trends and recommends corrective actions as necessary.
  • Solicits and evaluates quotes from external vendors as needed to complete tasks.
  • Monitors budgets; assists in departmental planning by forecasting expenditures and determining staffing requirements.
  • Assists in diagnosing complex mechanical failures and suggests solutions; aids in developing specifications for the procurement of equipment, vehicles, and tools.
  • Represents the department in meetings; may act as a liaison to other departments, the public, and external agencies; reviews, investigates, and addresses complaints regarding fleet mechanical or safety issues.
  • Investigates vehicle incidents, prepares damage reports, and reviews accident documentation; identifies mechanical issues and recommends corrective measures; prepares reports on employee injuries.
  • Ensures adherence to safety practices and procedures, including the proper use of personal protective equipment (PPE).
  • Performs data entry to update and maintain information in digital files; compiles and prepares data for statistical and accounting reports; creates spreadsheets and other tools to track information.
  • Types correspondence and other documents; answers telephones, greets visitors, and provides information to employees and the public.
  • Operates standard office equipment; utilizes computer software in executing job tasks.
  • Drives a Santa Cruz METRO vehicle to perform assignments.
  • Performs related duties as necessary.
Minimum Qualifications:
A combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education, Training, and Experience:
Five (5) years of progressively responsible experience in heavy-duty equipment and/or alternative fuel mechanic repair work, rebuilding heavy-duty engines, and related components.

AND

Three (3) years of supervisory or lead experience

Two (2) years of coursework from an accredited college in business, transit management, hazardous materials technology, industrial technology, and/or behavioral science is desirable.

LICENSES AND CERTIFICATES:
A valid California Driver's License will be required at the time of appointment and throughout employment.

Must be able to obtain and maintain a current, valid California Class B Driver's License with P Passenger endorsement.

  • Distinguishing Characteristics:
  • Fleet Operations Supervisor is a supervisory level class. An incumbent in this class supervises, performs, and coordinates fleet maintenance repair, and renovation work for Santa Cruz METRO vehicles to ensure that they are in a safe, clean, and operational condition.

  • Methods of prioritizing, planning and organizing work.

  • Customer service techniques.
  • Basic mathematics including percentages and basic statistics.

  • Maintain records and control systems with accuracy and attention to detail.

  • Perform mathematical calculations, including ratios and percentages.

Work Environment:
The employee works in a shop or outdoor environment where the noise level is usually loud. The employee may be exposed to inclement weather, fumes, dust, grease, air contaminants, and hazardous materials and chemicals during the course of work. May work in the field when needed.

Other Conditions of Employment:
  • Must pass a requisite background check.
  • Required to be able to respond to emergency situations seven days per week, 24 hours per day.
  • Required to work a variety of shifts, which may include weekdays or weekends; and day, swing and/or graveyard shifts.
  • This position is considered a safety sensitive position and requires participation in Santa Cruz METRO's drug and alcohol testing program.
  • This position requires the use of personal protective equipment (PPE) based on the tasks assigned; safety shoes are required at all times.
