DEPARTMENT OVERVIEW

Transportation and Parking Services (TAPS) plays a crucial role in supporting the University’s mission of education, research, and community service by managing access to UC Santa Cruz and overseeing the planning, design, and operation of facilities and programs related to parking, transit services, and bicycle/pedestrian circulation.

The TAPS Transit Operation ensures safe and dependable services for a campus community of around 18,000 students, along with staff, faculty, and visitors.

The campus shuttle system accommodates an average of 12,500 riders daily during academic quarters.

Additionally, the Transit Operation manages an on-campus paratransit program, charter services, a bike shuttle, and a late-night Night Owl service on weekends connecting the campus to the downtown area.


JOB SUMMARY
This role is one of three Transit Operations Supervisors within the Campus Transit Operation.

Key responsibilities include overseeing the scheduling of over 40 professional drivers; monitoring service and driver performance throughout the day; adjusting shifts and staffing as needed; supervising Transit Assistants and Disability Van Service; collaborating with TAPS mechanics and campus Fleet Services personnel; assisting with quarterly driver bidding and safety training processes; conducting annual performance evaluations; auditing driver time sheets daily; calculating and posting daily passenger counts; ensuring compliance with departmental and federal regulations; managing yard operations including vehicle flow, parking, and charging; and utilizing software and dashboards related to transit operations such as video-based safety systems, vehicle telematics, and load management systems; driving to fill shifts as necessary.

Closing responsibilities include ensuring that all vehicles and facilities are secured.

APPOINTMENT INFORMATION

Budgeted Salary:
$71,000 annually.


In accordance with California law, the University of California, Santa Cruz is obligated to disclose a reasonable estimate of the compensation for this position.

JOB DUTIES
50% - Supervision and Training

Oversees employee performance, career development, and compliance with job standards and required training, certifications, and licensing.
Participates in the selection, development, and evaluation of staff.
Onboards new staff and provides ongoing training on procedures and processes.
Demonstrates and coaches staff to deliver excellent customer service and anticipate the needs of customers, both internal and external.
Encourages teamwork among staff, providing cross-coverage as necessary.
Manages scheduling for professional drivers and audits timesheets daily. Adjusts shifts and staffing based on campus demand or special events.
Contributes to the oversight of programs such as Safe Ride and Disability Van Service. Supervises the Transit Assistant.

40% - Operational Duties

Monitors bus service and driver performance.

Assesses yard, vehicle, equipment, and operational needs, utilizing software related to transit operations, including video-based safety systems, vehicle telematics, and load management systems.

Collaborates with campus Fleet Services personnel to request and oversee vehicle maintenance.
Ensures all vehicles and facilities are secured at the end of each shift.
Drives shifts as necessary.
Calculates and records daily passenger totals.
Assists with the quarterly driver bidding process.

10% - Policy, Procedure and Protocol

Ensures compliance with emergency protocols and follows established accident procedures, including conducting investigations of crashes and injuries.
Ensures adherence to organizational and external regulatory transit policies and procedures, safety protocols, and applicable rules and regulations.

REQUIRED QUALIFICATIONS
Bachelor's degree in a related field and/or equivalent experience/training.
Working knowledge of transit service operations, along with relevant policy and regulatory compliance requirements from governmental agencies.
Excellent supervisory skills with the capability to effectively manage a large workforce.
Strong interpersonal skills to collaborate effectively with faculty, staff, students, and the public.
Experience in drafting clear and concise reports and memoranda.
Strong written and verbal communication skills.
Leadership ability to foster a collaborative team environment.
Good judgment in resolving disputes, exchanging ideas, and negotiating solutions.
Experience in analyzing problems or situations to identify patterns and develop solutions. Strong problem-solving skills.
Proficiency in basic computer applications, including databases, spreadsheets, and word processing programs.

PREFERRED QUALIFICATIONS
General knowledge of state and federal laws related to vehicle codes, accessibility requirements, and vehicle safety.
Familiarity with US DOT drug and alcohol testing requirements and procedures for reasonable suspicion and post-accident testing.

SPECIAL CONDITIONS OF EMPLOYMENT
The selected candidate will be required to pass a pre-employment criminal history background check.
Must possess CPR/First Aid/AED certification or be able to obtain it within 60 calendar days of hire.

Must hold a valid license to drive in California and participate in the DMV pull notice program.

Interviewees will need to provide a current DMV record.

Must possess a valid Class B Commercial license to drive in California, with passenger endorsement and a satisfactory driving record.

The license must not be restricted to vehicles with 15 passengers or less, but must certify the individual to drive passenger vehicles weighing more than 26,001 gross vehicle weight rating (GVWR) and carrying 20 passengers or more, including the driver (DMV CLASS B LICENSE WITH PASSENGER ENDORSEMENT).

Air Brake Certified.
Ability to work extended periods at a computer with or without accommodation.
The selected candidate will be required to work all scheduled hours on-site.
Ability to work a flexible schedule, including evenings and weekends.
Ability to respond to emergencies after hours as necessary.
The selected candidate will be required to complete training within established time frames as directed, including UC compliance training.
Current Medical Examiner's Certificate (Form MCSA-5875).
Will be required to pass a pre-employment drug test. Must possess a good driving record. Must hold a Medical Certificate Card and be re-certified every two years.
