The Head of Preschool Special Education Programs provides comprehensive leadership across the district, focusing on early childhood curriculum, instructional practices, assessment, and professional growth. This role is pivotal in assisting senior leadership, school principals, and early learning educators in the effective implementation of the Maryland College and Career Ready Standards for all Pre-K and Kindergarten students. Responsibilities include overseeing the identification of instructional needs among Early Learning educators and organizing necessary resources.

Key Responsibilities:

  • Leads the creation, distribution, execution, and assessment of preschool special education, pre-kindergarten, and kindergarten curricula.
  • Facilitates systemic initiatives in early childhood education and evaluates the effectiveness of the Office of Early Learning.
  • Works collaboratively with district offices, Community Learning Networks, and school-based personnel to enhance instructional quality in early childhood special education.
  • Coordinates staffing and placement for preschool special education initiatives.
  • Oversees the planning and execution of professional development for early childhood educators, including those working with students with disabilities.
  • Ensures the integration of technology within early learning instructional frameworks.
  • Collaborates with subject matter experts to maintain curricular alignment from pre-kindergarten through early elementary grades.
  • Manages the selection and evaluation of educational resources for early childhood programs.
  • Coordinates the formal monitoring and assessment of early learning instructional initiatives.
  • Engages with the Maryland State Department of Education on early childhood education and special education initiatives.
  • Administers federally and state-funded early childhood education programs.
  • Partners with local health departments to support early childhood programs.
  • Facilitates the coordination and processing of preschool special education placements.
  • Provides technical assistance to schools regarding support for young children with disabilities.
  • Oversees early intervention staff within the school system.
  • Manages grants related to preschool special education.
  • Acts as a liaison with state education departments regarding preschool special education policies.
  • Collaborates with community providers on policies affecting young children with disabilities.
  • Supports the Extended School Year (ESY) process for young children with disabilities.
  • Coordinates professional development for early childhood educators and school staff.
  • Engages with parents concerning preschool special education programs and placements.
  • Disseminates information about early childhood education and available programs.
  • Maintains relationships with various agencies, educational institutions, and community organizations to enhance early learning programs.
  • Participates in local, state, and national early childhood education initiatives.
  • Utilizes current research to develop strategies aimed at improving student outcomes on assessments.
  • Seeks and prepares grant proposals to secure funding for early learning initiatives.
  • Involved in the planning and evaluation of facilities for early learning programs.
  • Manages the budget for the Office of Early Learning, ensuring projects are completed on time and within budget.
  • Oversees staffing and performs related human resources functions for assigned personnel.
  • Ensures compliance with equal employment and nondiscrimination policies.

Qualifications:

  • Master's degree in early childhood education, special education, or a related field from an accredited institution.
  • Maryland State Department of Education Advanced Professional Certificate with Administrator I endorsement is required.
  • A minimum of 3 years of teaching experience in early childhood settings, with a preference for special education experience.
  • Experience working with diverse student populations.
  • Proven experience in developing, evaluating, and supervising curriculum and instructional strategies for students with disabilities, ages birth to 5, as well as all students in pre-k and kindergarten.
  • Experience in coordinating large-scale professional development opportunities for educators, with knowledge of current best practices in early learning.
  • Ability to lead a productive team effectively.
  • Strong verbal and written communication skills.
  • Ability to deliver persuasive presentations to diverse audiences.
  • Proficient in various computer applications, including Microsoft Office and online professional learning software.
  • Knowledge of relevant laws, regulations, and policies affecting educators.
