Job Summary

We are seeking a highly skilled and experienced Senior Supervisory Engineer to join our team at the Department of the Navy. As a Senior Supervisory Engineer, you will be responsible for leading and coordinating the work of a multi-disciplined engineering or scientific group, modifying work plans as necessary to achieve the agreed level of service to the customer, and recommending and justifying budgets for the branch.

  • Act as a consultant to other program areas and departments.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
  • Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
  • You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver's license.
Qualifications
  • This position has a selective placement factor that will be used to screen out ineligible candidates.
  • The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series.
  • Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • You MUST provide a copy of your current license/registration with your application.
  • A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
  • Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band or Pay Band (ND-03) in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate the following: 1) Providing expert engineering advice to successfully accomplish and manage engineering projects and provide staff supervision of various engineering matters concerned with expeditionary engineering projects/programs, Research Development Testing & Evaluation (RDT&E) and Test & Evaluation (T&E) projects; 2) Evaluating and advising on the development and implementation of Joint and DoD engineering programs having significant impact on future equipment and doctrine; 3) Modifying standard practices, applying innovative and inventive skills, and adapting equipment or techniques to solve a variety of engineering, design, construction, maintenance, installation, and/or system operation problems; 4) Supporting an engineering management program by demonstrating knowledge and experience in DoD planning, programming, budgeting, execution, and financial processes; and 5) Contracting principles and quality assurance principles as they relate to assigned specialty area projects and services.

  • Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  • Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

  • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.   • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
