Job Summary

This position is responsible for overseeing the financial management of the Workers' Compensation Administration (WCA) in the State of New Mexico. The successful candidate will provide effective leadership and direction to ensure the establishment and implementation of sound financial management, accounting, budgeting, procurement, provisioning, and internal control systems and processes.

Key Responsibilities
  • Maintain the WCA's internal control structure, budgetary control system, and ensure all accounting systems are functioning properly in accordance with applicable laws, regulations, and Agency policies.
  • Manage the WCA's annual budget, carrying out all daily financial transactions and operations, including regular monitoring of the WCA budget status, compiling supporting information, and providing ongoing forecast projections.
  • Provide recommendations to senior management on budget and revenue sufficiency, compliance with the State Procurement Code, Model Accounting Practices Manual, and other applicable statutory and regulatory requirements.
  • Serve as the primary point of contact regarding financial matters involving the Department of Finance and Administration (DFA) and external auditors.
  • Provide leadership and direction to all Finance Bureau staff, including establishing and managing staff expectations, completing employee performance evaluations, and providing appropriate training to subordinates.
  • Provide recommendations to Senior Management on budget strategy and development, including budget submissions, presentations, and recommendations to the Director.
Requirements

The ideal candidate will have experience in providing complex-level accounting and budgeting functions, managing multiple funding sources, and experience with PeopleSoft: Oracle Financials or similar software systems. A Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing, and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing, including two (2) years of experience with PeopleSoft: Oracle Financials or similar software systems, and three (3) years of managerial or supervisory experience, are required. Four (4) years of experience in Accounting, Finance, or Financial Auditing may be substituted for the required degree.

Working Conditions

The work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, lifting, and reaching may be required. Ability to complete assignments with a high level of accuracy within strict time constraints. Frequent use of office machine and equipment. Must be able to lift 25-30 lbs. Occasional travel may be required. Experience using Microsoft Office applications is preferred.
