Infrastructure Project Specialist

The Infrastructure Project Specialist plays a crucial role in delivering professional engineering and administrative support related to the planning and execution of various municipal projects, including water, sewer, roadways, and drainage systems within the Engineering Department.
EDUCATIONAL BACKGROUND AND EXPERIENCE:
A Bachelor's degree in engineering is required, accompanied by a minimum of four years of relevant experience within a governmental body, public organization, or a civil engineering consultancy; or an equivalent mix of education and experience. Proficiency in Civil Engineering software for designing public works projects is essential, alongside at least two years of experience with AutoCAD and familiarity with FEMA regulations, the National Flood Insurance Program, and applicable federal codes is preferred.
REGISTRATION REQUIREMENTS:
Must hold a Professional Civil Engineer (PE) license in Texas or demonstrate the ability to secure such licensure from the Texas Board of Professional Engineers within six months of employment. A valid class "C" Texas driver's license is mandatory.
SKILLS AND COMPETENCIES:
- Expertise in contemporary methods and practices in the design, construction, and inspection of public infrastructure projects.
- Familiarity with legal and regulatory standards relevant to public works design and right-of-way acquisition.
- Capability to effectively organize, schedule, and manage project timelines and team assignments.
- Proficient in directing and overseeing the activities of subordinate engineering and technical personnel, including surveyors and draftsmen.
- Adept at conducting field investigations to ensure optimal and practical designs for public infrastructure.
- Skilled in site visits to provide engineering guidance to contractors and municipal departments.
- Ability to assess project significance and conduct studies based on field evaluations and economic options.
- Competence in designing a variety of public works projects, particularly in water, sewer, roadway, park, and drainage systems.
- Experience in preparing and evaluating engineering plans.
- Ability to monitor construction progress and collaborate with contractors and city staff.
- Proficient in designing and overseeing the inspection of intricate public works projects.
- Effective communication skills, both verbal and written, with the ability to present information to diverse audiences.
- Capacity to establish and maintain productive working relationships with colleagues and stakeholders.
- Experience in performing surveying calculations and field staking using advanced surveying tools and related software.
This position involves light physical activity, requiring the ability to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. Essential physical capabilities include hearing, mental acuity, verbal communication, standing, visual acuity, and mobility.
