The Senior Operations Consultant role is integral to supporting the National Nuclear Security Administration's (NNSA) Office of the Associate Administrator and Chief of Defense Nuclear Security (DNS). This office is tasked with establishing and executing security protocols for the NNSA, which encompasses the safeguarding, management, and accountability of sensitive materials, alongside ensuring robust physical and cyber security across all NNSA facilities. The office also provides essential engineering, technical, operational, and administrative security assistance to promote effective security implementation and advises the Department of Energy (DOE) Office of Environment, Health, Safety and Security (AU) on security policies at the departmental level. Regular collaboration occurs with DOE Counterintelligence, the Chief Information Officer, the Department of Defense (DOD), the Nuclear Regulatory Commission, and the United Kingdom's Ministry of Defense.

KEY RESPONSIBILITIES:

The Senior Operations Consultant delivers both technical and administrative support to advance the DNS mission and its operations.

  • Acts as a primary contact for administrative and correspondence-related inquiries for DNS. Engages in and enhances DNS internal and external communication strategies, including speeches, presentations, and the development and upkeep of DNS websites, collaborating with NNSA External Affairs on DNS-related public relations and communications.
  • Coordinates or crafts precise, timely, and well-documented responses to information requests from various internal stakeholders, program offices, congressional offices, and other governmental entities. Responsible for monitoring correspondence to ensure DNS adheres to established deadlines.
  • Contributes to communication that aligns with NNSA policy and reflects the perspectives of DNS senior management. Facilitates the preparation of briefing materials, ensuring that the Chief of Staff (COS), Associate Administrator, and Deputy Associate Administrator are well-prepared for meetings and briefings. Collaborates closely with COS, subject matter experts, administrative staff, and technical writers to ensure documentation meets requisite standards.
  • Serves as a strategic advisor to the COS. Maintains an understanding of issues that may affect the Program or Functional Office, alerts the COS to potential challenges, and proposes solutions. Builds and sustains cross-departmental relationships to foster leadership success. Conducts research, benchmarks, analyzes data, and formulates actionable insights and recommendations. Participates in COS meetings to represent the COS and provides relevant information to the DNS leadership team. Delivers well-organized, substantiated, and clearly articulated data in both written and verbal formats. Engages in discussions regarding decisions and challenges related to DNS activities and represents the COS in relevant meetings.
  • Evaluates communications concerning sensitive, politically charged, complex, or far-reaching issues to ensure alignment with executive policy. Gathers background information, assesses various positions on raised issues, and clarifies policy inquiries to advise the COS. Aids the COS in executing initiatives aimed at enhancing DNS operations or resources; participates in the implementation of DNS mission policies and procedures in conjunction with DNS Office Directors.
  • Assists in the creation of reports and briefings addressing DNS challenges and proposed solutions. Recommends strategies to boost the effectiveness and efficiency of internal management systems and/or DNS organizational productivity. Provides quantitative assessments of DNS program effectiveness in achieving established goals and objectives.
  • Facilitates weekly correspondence tracking meetings and other necessary gatherings; this includes soliciting input, developing agendas, coordinating presentations, and ensuring timely distribution of information.
  • Assists in organizing formal recognition initiatives, such as the annual security awards program, in conjunction with the Department-level program and internal special acts and services awards, as well as awards related to personnel transitions and retirements. Ensures these programs are executed punctually.
  • Promotes communication and collaboration between the offices of NA-71, NA-74, and NA-77, maintaining dialogue with program/functional offices and field offices on non-security specific initiatives to enable effective communication and collaboration for DNS success.
  • Performs additional duties as assigned.
Minimum Qualifications:
  • Exceptional communication skills (both written and verbal), capable of thriving in a dynamic, fast-paced environment, with essential teamwork capabilities and a keen attention to detail.
  • An active DOE Q clearance or DOD Top Secret security clearance.
  • Comprehensive understanding of administrative and mission support policies, processes, and procedures, particularly those related to records and publications; document and suspense control; information resource management; and other general office and management support functions.
  • Proven ability to effectively communicate, both verbally and in writing, with diverse audiences to foster constructive and cooperative working relationships, ensuring compliance with corporate policies and procedures, coordinating activities, and advocating for initiatives.
Preferred Qualifications:
  • At least 10 years of relevant professional experience.
  • Experience with NA-70.
Location:
  • This is a full-time position based in Washington, DC.
  • Telework options are available, with a requirement to be in the office at least three days a week, depending on the frequency of in-person meetings and office requirements.
