This is a hybrid role, requiring in-office attendance 1-2 days per week, with additional days as necessary.

Compensation Range

$129,030 - $160,188 Annual (C01.4)

Please note that this compensation range serves as a general guideline. Numerous factors are considered when determining starting salaries, including education, experience, the external labor market, and internal equity.

Position Summary

We are seeking a Senior-level Financial Analyst to provide support to the Director's Office Organization (DO), Chief Information Office (CIO) Division within the Office of the Chief Financial Officer (OCFO) Organization. In this role, you will lead the organization’s initiatives in creating intricate budget submissions and financial strategies. You will independently conduct budget analyses and resource management tasks, offering insights on complex financial and business matters while overseeing both direct and indirect budgets. Additionally, you will have supervisory responsibilities.

Key Responsibilities

  • Lead the organization’s initiatives in crafting intricate budget submissions and financial strategies.
  • Collect and analyze diverse and complex information regarding funding, costs, and workforce matters; evaluate work proposals and investigate discrepancies in plans and allocations; implement corrective measures as necessary.
  • Act as a primary contact for conducting self-assessments and preparing organizational responses to findings.
  • Engage in complex analysis and modeling various scenarios to support organizational and institutional decision-making.
  • Formulate, communicate, and execute decisions within the scope of designated authority, providing extensive financial and business process consultation and improvement expertise within the department and directorate.
  • Design and implement operational metrics and establish policies, procedures, and processes with department, directorate, and institutional implications in response to Laboratory, Department of Energy (DOE)/National Nuclear Security Administration (NNSA)/Lawrence Livermore National Security (LLNS), and other federal financial regulations, serving as an authority on the interpretation and application of financial standards, policies, and procedures.
  • Provide leadership to financial personnel and spearhead special projects requiring the development of innovative solutions: set direction for a work group, oversee task execution, and ensure thorough completion of staff assignments. Cultivate effective relationships with clients, colleagues, and programmatic and financial managers across the Laboratory, LLNS, NNSA, Laboratory Site Office (LSO), and Department of Energy Headquarters (DOE HQ).
  • Perform additional duties as assigned.

Qualifications

  • Must be able to obtain and maintain a U.S. DOE Q-level security clearance, which requires U.S. Citizenship.
  • Bachelor's Degree in Business Administration, Accounting, Finance, Economics, or a related field; or an equivalent combination of relevant experience, education, and training in finance/accounting.
  • Extensive knowledge and experience in directing financial functions, including diverse funding sources, developing, interpreting, and applying financial policies and procedures, financial accounting (including the use of Generally Accepted Accounting Principles (GAAP), conducting self-assessments, and representing the organization in audits.
  • Expertise in developing and maintaining complex financial spreadsheets and databases with advanced functions; experience utilizing commercial and/or institutional financial tools and the MS Office suite.
  • Significant experience applying analytical skills to independently research, interpret, analyze, compile, and present complex financial data and information.
  • Strong decision-making and communication skills (both written and verbal), problem-solving abilities, and analytical skills to independently resolve complex issues requiring mature judgment, discretion, and tact; experience negotiating favorable outcomes.
  • Experience in leading teams towards common goals or objectives.
  • Advanced organizational skills to work independently and collaboratively; effectively establish priorities and execute complex business and financial tasks, meet critical deadlines, manage multiple assignments simultaneously, and plan long-term activities for oneself and others.

Preferred Qualifications

  • Graduate degree in Business Administration, Accounting, Finance, or Economics and/or CPA.

Security Clearance Requirement

This position necessitates a Department of Energy (DOE) Q-level clearance. If selected, a Federal background investigation will be initiated to determine eligibility for access to classified information. All L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Pre-Employment Drug Testing

External candidates selected for this position must successfully complete a post-offer, pre-employment drug test, which includes testing for marijuana use, in accordance with Federal Law.
