Position Overview: This role entails executing intricate administrative and legal research tasks in support of the City of Titusville's Code Compliance Department. It serves as a pivotal position for delivering exceptional customer service to the public, various agencies, and city departments, often in high-pressure scenarios. Flexibility in working hours, including weekends, nights, and holidays, may be required. The position reports directly to the Code Compliance Manager.

Compensation: New hires are typically brought on at or near the entry-level salary, which varies based on qualifications and relevant experience. The salary range provided reflects the full spectrum for this role, from entry-level to advanced career stages.

Key Responsibilities:

  • Drafts correspondence that ranges from straightforward to complex, including legal and highly confidential materials. This includes dictation, transcription, and the composition of various documents such as hearing notices, case letters, and collection notices.
  • Provides administrative support to the Special Magistrate and Municipal Code Compliance Board, which includes preparing agendas, taking notes, transcribing minutes, and disseminating all related notices and correspondence.
  • Conducts thorough municipal code and online research regarding properties, including ownership, foreclosures, liens, licensing, and corporate officer information.
  • Assists the Code Compliance Manager in overseeing city parking violations, the Vacant Properties Registry, and police alarm management, including reconciling monthly electronic parking statements and processing contested parking hearings.
  • Performs field inspections as necessary, assessing properties for compliance with minimum housing standards and other related matters. Participates as a field inspector during post-disaster evaluations.
  • Coordinates appointments, meetings, and training sessions, and arranges travel for the Code Compliance Department.
  • Undertakes additional duties as assigned.

Knowledge, Skills, and Abilities: Candidates must possess strong computer proficiency applicable to various software. Advanced operation of office equipment is essential. A solid understanding of basic and business mathematics is required for maintaining complex records. Proficiency in advanced business English, spelling, and punctuation is necessary.

Qualifications: A high school diploma or GED is required, supplemented by advanced coursework in business or office administration. A minimum of five years of progressively responsible administrative or secretarial experience is necessary, ideally within a governmental context. Three years of customer service experience is also required. A strong working knowledge of computers and office equipment is essential. Equivalent combinations of experience, education, and training may be considered.

Additional Requirements: A valid Florida Operator's Driver's License with an acceptable driving record is mandatory. Candidates must pass a background check conducted by the Florida Department of Law Enforcement. In the event of local emergencies, this position may necessitate reporting for emergency tasks, which could lead to extended work hours.

Physical Requirements: The physical demands outlined here represent those that must be met by an employee to successfully perform the essential functions of this role. This includes the ability to exert up to 25 pounds of force occasionally and/or negligible amounts of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
