Cordia Resources, a leading recruiting and staffing firm in the Washington, DC area, is partnering with a nationally accredited Government Contractor to seek a skilled Payroll Manager to join their team on a contract-to-hire basis.

Job Summary

The successful candidate will be responsible for developing and implementing systems to process payroll account transactions, coordinating timekeeping and payroll systems, and overseeing the processing of payroll changes and system upgrades. Additionally, the Payroll Manager will ensure compliance with relevant laws and internal policies, supervise and coach payroll clerks and assistants, and liaise with auditors and manage payroll tax audits.

Key Responsibilities
  • Develop and implement systems to process payroll account transactions, including salaries, benefits, garnishments, deductions, taxes, and third-party payments.
  • Coordinate timekeeping and payroll systems to ensure accuracy and efficiency.
  • Oversee the processing of payroll changes, including new hires, terminations, and raises, and system upgrades.
  • Ensure compliance with relevant laws and internal policies, including payroll procedures and related laws.
  • Supervise and coach payroll clerks and assistants to ensure high-quality work and adherence to policies and procedures.
  • Liaise with auditors and manage payroll tax audits to ensure compliance and minimize risk.
  • Collaborate with Human Resources (HR) and accounting teams to ensure seamless communication and coordination.
  • Maintain accurate records and prepare reports to support payroll operations and decision-making.
  • Resolve issues and answer payroll-related questions in a timely and professional manner.
Requirements and Skills
  • Proven experience as a payroll manager or similar role, with a strong understanding of payroll procedures and related laws.
  • Current knowledge of payroll software/HRIS, including SAP, ADP, Kronos, and MS Office, especially Excel.
  • Excellent analytical and problem-solving skills, with a keen eye for detail and a strong understanding of multi-location payroll and taxes.
  • Outstanding communication and organizational skills, with the ability to lead and motivate a team.
  • Bachelor's degree in Business Administration, Accounting, Human Resources, or a related field, with professional certification (e.g., CPP, CPM) a plus.
