Under the guidance of the Principal and in partnership with the Office of Technical Support for IEP Teams, the IEP Program Coordinator plays a vital role as an integral member of the Individual Education Program (IEP) team. This position is tasked with executing the policies and procedures set forth by Baltimore City Public Schools concerning students with disabilities, while also being well-versed in the federal and state regulations that govern the administration of educational programs for these students. The IEP Program Coordinator also provides mentorship and direction to IEP Team Assistants.

This role is designated for current employees who are looking to transition to a different school location while maintaining their existing job title. This includes voluntary transfers, employees affected by surplus, and those from schools that are closing. Employees wishing to move into this position from another title may only be considered if there are no surplus employees requiring placement.

Key Responsibilities:
  • Manage the IEP process for a designated caseload of students with disabilities, which includes:

Gathering essential student information and organizing IEP team folders.

Leading IEP team meetings as necessary.

Evaluating assessments for compliance with relevant regulations and consulting with appropriate specialists.

Preparing and reviewing caseload files for meetings as required.

Ensuring accurate and timely data entry into the IEP Management System, overseeing support staff's data entry, and maintaining Special Education data for the assigned caseload.

Submitting billing information for third-party services related to the caseload.

Informing parents about Procedural Safeguards relevant to their children.

Referring students needing a parent surrogate to the Office of Technical Support for IEP Teams.

Ensuring the prompt execution of students' IEPs, including monitoring timelines and benchmarks for all incoming students with disabilities, and submitting necessary documentation for caseload management.

  • Supervise data entry and other support process management tasks performed by support staff.
  • Contribute to the performance evaluations of assigned IEP Team Assistants.
  • Ensure the quality of IEPs adheres to federal, state, and Baltimore City Public Schools' standards.
  • Oversee the delivery of special education and related services for students on the caseload.
  • Identify and apply definitions of disabilities during the IEP Team decision-making process.
  • Provide training and technical support to school staff regarding the IEP Team process.
  • Engage in professional development activities for educational staff related to the IEP process.
  • Train teachers on administering, scoring, interpreting, and composing quality educational assessment reports.
  • May conduct educational assessments for students suspected of having disabilities that affect educational performance and produce quality assessment reports adhering to professional standards.
  • Review and approve educational assessments.
  • Conduct all activities in compliance with equal employment and nondiscrimination policies, adhering to federal and state laws, school board policies, and professional standards.
Qualifications:
  • Master's Degree or equivalent in education or a related field from an accredited institution.
  • A minimum of three years of successful experience in teaching, related services, clinical services, or a related professional role within K-12 education, with preference given to those with specific experience in IEP teams or related management responsibilities.
  • Possession of a valid Maryland State Department of Education Standard Professional Certificate or higher, or equivalent certification for non-Maryland applicants.
  • Familiarity with federal, state, and local mandates related to the IEP team process.
  • Understanding of curriculum and instructional strategies.
  • Ability to identify and apply definitions related to disabilities.
  • Strong verbal and written communication skills.
  • Proficiency in computer applications, including Microsoft Word and Excel.
