Position Overview
The primary objective of this role is to facilitate the operations of the Grants Division by overseeing deadlines, grant stipulations, and generating reports to guarantee adherence to all grants awarded to the City. Under the general supervision of the Grants Administrator, the incumbent will be accountable for the development, maintenance, and monitoring of all grant progress, compliance, and requirements. This role is essential in ensuring that all grants awarded to the City conform to the rules, regulations, and stipulations set forth by awarding entities, as well as federal, state, and local laws.
Key Responsibilities
The following knowledge, skills, and abilities are indicative of the types of tasks performed in this position. They are not listed in any order of significance. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment for this description. Additional duties may be assigned as necessary.
1. Oversee and coordinate all necessary compliance, monitoring, and reporting obligations related to Davis-Bacon and Section 3 for all applicable grants awarded to the City.
2. Ensure compliance with all federal, state, and local requirements for City grants, including but not limited to the Build America, Buy America Act (BABA); Public Notices requirements and monitoring.
3. Organize grants initiation meetings with City teams and facilitate follow-up coordination meetings with internal grant recipient departments.
4. Assist in the implementation and monitoring of Title VI's special provisions and requirements for respective grants and federally funded projects and programs managed by the City's Grants Division.
5. Coordinate the development and submission of grant reports and contracts, ensuring compliance with reporting deadlines and requirements. Prepare all monthly, quarterly, semi-annual, and annual reporting obligations for all City grants.
6. Review grant applications and award letters to ensure compliance with legal standards. Ensure adherence to close-out requirements for all City grants, including reporting, documentation, and auditing.
7. Monitor all Contract Agreements within the Grants Division.
8. Develop and maintain Standard Grant Program Tracking and Monitoring processes and file management.
9. Create and maintain an internal Grants Management System.
10. Assist with project management for specific grant-funded initiatives and manage specific grant-funded projects as assigned.
11. Support the execution and project management of all grant-funded projects requiring environmental reviews and records (ERR) and follow-ups.
12. Aid in grant writing applications and post-award grant management.
13. Prepare and deliver presentations to internal and external stakeholders.
14. Stay updated on knowledge and skills related to grants and contract management, including any regulations, guidelines, or conditions set forth by federal, state, and local compliance, awarding, and auditing agencies.
15. Perform other duties as assigned.
Minimum Qualifications
- Bachelor's degree in public administration, business administration, urban planning, community development, or a closely related field; AND
- Three (3) years of experience in grants and contract management, including federal, state, and foundation grant programs; and/or grants compliance management; AND
- Valid State of Florida driver license.
