Job Summary

Assumes command of the Office of Special Representative in absence of the Special Representative and Assistant Special Representative. Directly supervises one Sergeant, two Officers, two Associate Governmental Program Analyst, one Staff Services Analyst, and one Office Technician. Reviews work product, observes and evaluates performance, and completes probationary and annual performance evaluations for direct reports. As the Office Manager, provides general assistance to all employees assigned to OSR regarding California legislative matters and general office operations which include, but are not limited to, bill analyses and general office support.

Reviews all bills introduced in the California State Legislature to determine which bills will effect or be of interest to the Department. Maintains appropriate files and records on these bills. Reviews and analyzes all other state and federal bills introduced and amended to determine which measures may have an effect upon or be of interest to the Department. Makes recommendations to the Special Representative as to which bills require written analysis. With the concurrence of the Special Representative, directs bills of interest to appropriate Headquarters' Sections and Divisions for initial analysis. Through the work of the sergeant, manages and supervises OSR staff, regarding final departmental analysis of each state bill, with recommendations for amendments and positions, for submission to the Special Representative.

Provides a positive work environment for subordinates and staff; identifies strengths and weaknesses of subordinates in order to develop potential and promote career development; takes appropriate action for performance problems, implements new policies, procedures, and laws and communicates changes to subordinates; makes timely decisions to resolve problems at their earliest stages, considering both short and long range consequences; acts as a resource in the problem-solving process; responds to legal and policy questions from subordinates and the public.

Assumes responsibility for the Command Management Plan and annual budget for the office. Assumes responsibility for personnel planning issues, e.g., hiring, planning, and arranging for temporary assignments.
