Objective:

This position involves providing expertise for Inmate Tracking System (ITS) and Inmate Records Information System (IRIS) initiatives.

Key Responsibilities:


• The consultant will investigate and comprehend the scope and business needs of the

Inmate Tracking System (ITS) initiative.


• The consultant will explore and grasp the scope and business requirements of the

Inmate Records Information System (IRIS) initiative.


• The consultant must ensure the completion of interface development for the ITS initiative by collaborating with business analysts and developers to create specifications, interface design documents, and conduct necessary data compliance reviews.


• The consultant will collaborate with project subject matter experts to implement multifactor authentication, active directory integration, and single sign-on as required for the ITS initiative.


• The consultant must provide support and fulfill tasks assigned during the operational readiness review of the ITS initiative.


• The consultant must assist in training users for the ITS initiative.


• The consultant will execute project tasks scheduled for the IRIS initiative.


• The consultant will validate technical requirements for the IRIS initiative.


• The consultant will prepare business analysis documentation as needed for the IRIS initiative interfaces: Healthlink/EPIC, and Data Works.


• The consultant will perform tasks as assigned for the IRIS initiative.


• The consultant will work with the TSS network support team to conduct Spartan device testing for the ITS initiative.


• The consultant must support developers and complete testing tasks assigned for

interface testing for the ITS initiative.


• The consultant must assist business analysts and the project team by providing hands-on support to ensure user acceptance testing is effectively conducted.


• The consultant must provide support and complete disaster recovery tasks assigned for the ITS initiative.


• The consultant will offer support as assigned to both the ITS and IRIS initiatives.


• The consultant will provide operational support as required.


• The consultant will facilitate knowledge transfer to County resources as necessary to maintain operations and support for the ITS and IRIS initiatives.

Required Skills & Competencies:


• A minimum of two years of experience as a senior business systems analyst on large-scale projects, along with managing daily operational requests from the business.


• Experience in the Public, Safety, and Justice domain as a senior business analyst.


• Strong business analysis skills, with a solid understanding of Waterfall and Agile methodologies.


• Proven project management skills to effectively manage multiple tasks simultaneously.


• Proficiency in data analysis, including understanding indices, fundamentals, and analytical data; experience with MSSQL, data extraction, query building, data validation, Microsoft Excel, and Microsoft PowerBI.


• Experience in data migration.


• Extensive experience in analyzing and gathering requirements for system integration of interfaces and data exchanges.


• Strong technical security knowledge, particularly regarding compliance with criminal justice information system data.


• Broad technical understanding of operating systems, applications, databases, networking, and security systems.


• Excellent skills in authoring, documenting, and diagramming.


• Ability to mentor junior business analysts.


• Strong relationship-building skills.


• Excellent communication and presentation skills.


• Strong problem-solving capabilities.


• Leadership skills to influence and guide business stakeholders.


• Strong teamwork and collaboration abilities.

Desired Qualifications:


• A four-year college degree in Information Technology or seven years of relevant work experience in business analysis, with at least two years in a senior business systems analyst role.


• Business Analysis certifications such as CBAP, CBDA, CPRE, BPA, AAC are preferred.
