Juvenile Officer/Director, Legal Services

We are seeking a highly skilled and experienced Director of Legal Services to join our team at the 16th Circuit Court of Jackson County Missouri. As a key member of our leadership team, you will be responsible for providing legal advice and guidance to the Juvenile Officer, as well as managing the efficient operation and development of the initial screening, legal assessment, litigation, and dispositional phases of all juvenile abuse/neglect, status, and delinquency cases filed pursuant to Chapter 211.
Key Responsibilities:- Manage and ensure the development and operation of Legal Services, formulate and implement administrative policies and procedures, develop and manage budget for operation of service.
- Provide legal advice/guidance to the Juvenile Officer regarding matters including personnel and risk management.
- Review and make decisions of HR matters in service area based on recommendations of supervisory and management staff. Supervise, consult with and develop management staff.
- Attend local and state taskforce meetings for the purpose of developing multi-jurisdictional, and/or multidisciplinary protocols and procedures. Conduct training and educational seminars for law enforcement/other agencies.
- Develop, analyze, and review operational reports.
- Juris Doctorate from an accredited law school.
- Three years' in a management capacity. Five years of actively practicing law, inclusive of a minimum of three years specializing in juvenile law and at least three years of litigation experience. Some experience in public speaking.
- Must possess and maintain current license to practice law by the Supreme Court of the State of Missouri, with membership in good standing in the Missouri Bar, and provide proof of such.
- Must submit to and pass criminal background check as prescribed by the Court.
- Must submit to and pass sex offender registry, and MO/KS child abuse & neglect checks.
- All applicants for this position are subject to testing for illegal drug use prior to appointment.
- Employees in this position are subject to random and reasonable suspicion testing for illegal drug use.
- Thorough knowledge of modern principles, practices, methods, and techniques of juvenile law, court rules and applicable statutes.
- Thorough knowledge of court rules and applicable statutes.
- Thorough knowledge of general law, state law, established precedents and sources of legal reference as required by assigned duties.
- Knowledge of the organization, operation, functions, responsibilities, and jurisdiction of the Court.
- Knowledge and strict observance of ethics and professional responsibility incumbent upon lawyers.
- Some knowledge of personnel policies and practices, procedures, and employment law.
- Ability to analyze objectively the performance potential of applicants and the performance of employees.
- Ability to train, supervise, and motivate employees.
- Ability to compile clear, complete, and logical reports and correspondence.
- Knowledge of supervisory and management techniques.
- Ability to recognize, investigate, analyze a variety of problems and devise effective solutions ability to communicate ideas, both verbal and written, in a clear and concise manner.
- Ability to create and maintain effective working relationships with others.
- Ability to apply specialized knowledge to individual cases and problems.
- Ability to work with a diverse workforce.
- Ability to organize, direct, and coordinate administrative activities in a manner conducive to full productivity.
- Ability to make sound decisions in accordance with laws, regulations, and Court policies and procedures.
- Ability to maintain varied and complex records and prepare reports from these records.
- Ability to plan, schedule, assign, and supervise the work of subordinates engaged in varied activities.
- Ability to organize and prioritize a variety of demands on time.
- Knowledge of budget preparation and monitoring.
- Ability to speak publicly in an effective manner.
- Ability to apply legal principles and specialized knowledge to individual cases and problems.
- Ability to analyze, appraise, and organize facts, evidence and precedents, and to prepare written recommendations and/or opinions.
- Ability to prepare for hearings.
