Job Summary:

Petroplan is seeking a seasoned Commissioning & Start-Up Advisor to join our team as a Commissioning & Start-Up Expert for Power Island - Steam & Water Systems. As a key member of our Commissioning team, you will be responsible for ensuring the safe and efficient pre-commissioning, commissioning, start-up, and operation of the facility to achieve the plant's production and performance objectives.

Key Responsibilities:

  • Develop and Review Systems Completion Programs: Oversee the development, review, and approval of systems completion programs for the respective facilities, including systemization, inspection, and test plans, punch listing, status, and records.
  • Commissioning Oversight: Provide oversight of contractor commissioning activities in the Power Island System.
  • Pre-Start-Up Reviews: Lead pre-start-up/readiness reviews for major equipment commissioning activities and support pre-start-up safety reviews (PSSR) for the rotating equipment discipline.
  • Project Punch Listing: Represent commissioning in project punch listing activities.
  • Procedure Development: Oversee contractor development, subsequent review, and approval of pre-commissioning, commissioning, and start-up procedures.
  • OEM Inclusion: Verify that Original Equipment Manufacturer (OEM) are included in the associated commissioning procedures.
  • Primary Interfaces: Primary interfaces include OFE field service advisors, contractor completions group, Venture Global construction, engineering, and operations departments.
  • Safety Implementation: Implement procedures to deliver the overall safety of the Plant and its personnel.
  • SIMOPs Implementation: Implement SIMOPs.
  • Audit and Assurance: Assurance and audit.
  • Change Management: Support site change management for the area of responsibility.
  • Lock Out/Tag Out Procedures: Lead and require strict adherence to Lock Out/Tag Out Procedures (LOTO), work permits, and company policies.
  • Progress Tracking: Track progress of assigned systems and provide completions with timely reports on progress and activities.
  • Commissioning and Testing: Witness commissioning and testing of individual components, systems, as a complete integrated unit to meet all contractual obligations.
  • Incident Investigations: Participate in incident investigations and root cause analysis.

Basic Qualifications:

  • Commissioning Experience: Minimum 15 years of plant commissioning and start-up experience.
  • Power Project Experience: Demonstrated commissioning and start-up experience on major Power projects with focus on steam and water systems.
  • Structured Management: Experience with structured management of change systems.
  • Computerized Completions Management: Experience with computerized completions management systems.
  • SIMOPS Experience: Experience in working with simultaneous operations (SIMOPS) in a major capital project.
  • Health, Safety, and Environmental Awareness: Demonstrated Health, Safety, and Environmental Awareness.
  • Communication Skills: Demonstrated written and oral communication skills across multiple employee levels and outside stakeholders.
  • Permit Approver: Held responsibility as permit approver in a permit to work system - including LO/TO, inhibit, and override, hot work, confined space entry.
  • Safety and Integrity Critical Equipment: Working knowledge of safety and integrity critical equipment and systems, including associated functional testing.
  • Incident Investigation: Experience with incident investigation processes (i.e., 5 why, Taproot).
  • Process Safety Fundamentals: Understanding of process safety fundamentals.
