Job Summary:

This key leadership position oversees the daily operations of the Texas HIV Medication Program (THMP), ensuring the delivery of high-quality medication services to individuals living with HIV.

Key Responsibilities:
  • Develop and implement strategic plans for the delivery of medication services, including the development of goals and objectives, coordination of complex programmatic and administrative activities, and development of programmatic guidelines, procedures, and policies.
  • Oversee the development and evaluation of systems to manage funds and oversee staff responsible for execution of these systems.
  • Represent the HIV Medication Program in strategic planning activities and meetings relating to the provision of services and systems capacity building.
  • Supervise assigned staff, including planning, assigning, and overseeing the work of program staff, interviewing and selection, developing performance standards, and conducting performance evaluations.
  • Develop and monitor implementation of strategic plans for delivery of medication services, including the use of Ryan White Part B ADAP funds, general revenue ADAP funds, and ADAP rebate revenue for HIV medication services.
  • Develop and evaluate budget requests to support program activities, oversee and provide analysis of program budget projections, and create program expenditure plans for federal, state, and rebate funding.
  • Oversee the development and evaluation of community partnerships to identify and solve HIV community health problems, with particular focus on expanding public and private partnerships to improve medical and psychosocial care services for persons with HIV.
Requirements:
  • Knowledge of local, state, and national laws, rules, regulations, and policies relevant to HIV services programs.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of HIV disease management, diagnosis, epidemiology, transmission, and prevention.
  • Ability to direct and organize program activities, establish program goals and objectives that support strategic plans, identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to communicate effectively orally and in writing, plan, assign, and supervise the work of others.
Working Conditions:

The position is supervised by the HIV Care and Medication Unit Director and works with limited direction and with considerable latitude for the use of initiative and independent judgment.

Education and Experience:

A bachelor's degree in a related field and at least 5 years of experience in HIV services program management, or a master's degree in a related field and at least 3 years of experience in HIV services program management.
