Job Title: Division Manager - Capital Improvement Program

Join the City of Roswell's team as a Division Manager for the Capital Improvement Program (CIP). This role is responsible for leading and coordinating the work of the CIP Program Management Division, which develops and manages the delivery of capital improvement projects for the City.

Key Responsibilities:
  • Supervise and direct Division staff responsible for implementing and delivering the City's CIP projects.
  • Assess the risk profile for proposed CIP projects and recommend the best delivery approach.
  • Mentor staff to enhance their project management and business analysis skills.
  • Manage the City's CIP Program Management Contract.
  • Coordinate pre-bid and pre-construction conferences.
  • Develop and negotiate scopes of work, and make recommendations for contract awards.
  • Review work for compliance with contract documents and appropriate guidelines, laws, and regulations.
  • Monitor individual project budget summaries to ensure expenditures are within approved budget.
  • Prepare project budgets and assist with budget development.
  • Monitor and ensure all requirements of grants and contracts are met.
  • Provide technical support and manage all aspects of capital improvement projects.
Requirements:
  • Bachelor's Degree in Engineering, Architecture, Construction, or a closely related field.
  • Seven (7) years of progressive experience, including two (2) years of project management, two (2) years of direct supervisory experience, and two (2) years of construction and/or design experience.
  • Project Management Certification by the Project Management Institute, or comparable organization, preferred.
  • Professional Engineer License preferred.
Working Conditions:

The work is sedentary to light, requiring the ability to exert light physical effort, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds).

Tasks may involve extended periods of time at a keyboard or work station.

Tasks also require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals.

Some tasks require the ability to communicate orally.

Work is regularly performed without exposure to adverse environmental conditions.
