The City of Roswell is seeking a highly skilled Stormwater Permit Specialist to join our team in the Environmental/Public Works department. This role is responsible for supervising, inspecting, managing, and coordinating implementation of the City's NPDES Phase I MS4 permit.
Key Responsibilities- Compliance Coordination: Maintain comprehensive knowledge of state and federal programs and regulations related to watershed management, stormwater, and water quality; coordinate with internal staff and outside entities; monitor and conduct inspection and reporting activities; and prepare and submit the annual MS4 Permit report to the Georgia Environmental Protection Division (EPD).
- Best Management Practices: Assist and coordinate efforts to establish and maintain best management practices for permit compliance and retention.
- Training and Education: Perform annual training for all departments.
- Collaboration and Communication: Assist and coordinate with the Metropolitan North Georgia Water Planning District (MNGWPD). Attend and participate in meetings.
- Stormwater Management Plan: Establish and administer the Stormwater Management Plan (SWMP).
- Customer Service: Track and respond to stormwater-related customer complaints and concerns.
- Knowledge and Record-Keeping: Maintain a comprehensive, current knowledge of applicable policies, procedures, codes, and regulations related to stormwater management. Maintain records and coordinate enforcement of stormwater maintenance agreements.
- Technical Skills: Operate a digital camera, personal computer, and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
- Education and Experience: Requires a Technical College Diploma/Associates Degree (Bachelor's preferred) in Environmental Science, Chemistry, or Biology or related field; three (3) years of experience with implementation of Georgia's Municipal Separate Storm Sewer System (MS4) permit program; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
- Licenses and Certifications: Possess and maintain Level 1B Certified Inspector Certification or be able to obtain certification within 6 months of employment. Level II certification as a Plan Reviewer from the Georgia Soil and Water Conservation Commission is preferred. Possess and maintain a valid Georgia driver's license with a satisfactory motor vehicle record (MVR).

- Knowledge of Water Testing: Knowledge of AWWA Standard Practices for water testing, water testing equipment, and methods.
- Analytical and Problem-Solving Skills: Ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
- Communication and Interpersonal Skills: Ability to interact with other city employees and employees from other municipal jurisdictions.
- Technical Skills: Ability to use, operate, calibrate, and maintain complex water testing equipment that requires advanced training. Basic electrical skills are required.
- Information Management: Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
- Mathematical Skills: Ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
- Decision-Making and Problem-Solving: Ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
- Problem-Solving and Critical Thinking: Ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of information against measurable or verifiable criteria.
The work is light work which requires the ability to exert very moderate effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight pounds. Tasks may involve extended periods of time at a keyboard or work station. Tasks also require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Work EnvironmentWork is regularly performed with require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature extremes, hazardous materials, toxic agents, animal/wildlife attacks, water hazards, pathogenic substances, or rude/irate customers.
