POSITION SUMMARY

The primary objective of this role is to oversee, inspect, and manage the execution of the City’s NPDES Phase I MS4 permit. This position operates under the general guidance of the Stormwater Utility Manager.

KEY RESPONSIBILITIES

  • Coordinate compliance initiatives for the Phase I Municipal Separate Storm Sewer System (MS4) Program, ensuring thorough knowledge of relevant state and federal regulations concerning watershed management, stormwater, and water quality.
  • Collaborate with internal teams and external organizations to monitor and conduct inspections, prepare reports, and submit the annual MS4 Permit report to the Georgia Environmental Protection Division (EPD).
  • Assist in the establishment and maintenance of best management practices to ensure permit compliance.
  • Conduct annual training sessions for all departments to promote awareness and understanding of stormwater management practices.
  • Engage with the Metropolitan North Georgia Water Planning District (MNGWPD) by attending and participating in relevant meetings.
  • Develop and manage the Stormwater Management Plan (SWMP) to ensure effective implementation.
  • Organize quarterly meetings with other North Fulton MS4s, preparing agendas, sending invitations, and distributing meeting minutes.
  • Address and respond to customer inquiries and complaints related to stormwater issues.
  • Maintain up-to-date knowledge of applicable policies, procedures, codes, and regulations related to stormwater management.
  • Keep accurate records and oversee the enforcement of stormwater maintenance agreements.
  • Utilize various office equipment and software, including digital cameras and computers, to perform essential job functions.
  • Execute other related duties as necessary.

QUALIFICATIONS

Education and Experience:

A Technical College Diploma or Associate's Degree in Environmental Science, Chemistry, Biology, or a related field is required; a Bachelor's degree is preferred. A minimum of three years of experience in implementing Georgia's Municipal Separate Storm Sewer System (MS4) permit program is essential, or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this role.

Licenses and Certifications:

  • Must possess and maintain Level 1B Certified Inspector Certification or be able to obtain certification within six months of employment.
  • Level II certification as a Plan Reviewer from the Georgia Soil and Water Conservation Commission is preferred.
  • Must have a valid Georgia driver's license with a satisfactory motor vehicle record.

SKILLS AND ABILITIES

  • In-depth knowledge of AWWA Standard Practices for water testing and associated equipment.
  • Ability to learn and apply city or departmental policies and procedures effectively.
  • Proficient in reviewing, classifying, and analyzing data with discretion.
  • Strong interpersonal skills to interact with city employees and personnel from other municipalities.
  • Capability to operate and maintain complex water testing equipment, requiring advanced training.
  • Ability to perform basic mathematical calculations and interpret data.
  • Demonstrated judgment and creativity in evaluating information against established criteria.

PHYSICAL DEMANDS

This position involves light work, requiring moderate physical effort, including tasks such as stooping, kneeling, and lifting moderate weights. Extended periods at a workstation may be necessary, along with the ability to perceive various sensory cues.

WORK ENVIRONMENT

Work is regularly conducted in environments that may expose the individual to adverse conditions, including dust, humidity, and hazardous materials.
