Job Overview:

Privacy Analyst II
The Privacy Analyst will work under the guidance of the Senior Compliance & Accountability Official and assist the Privacy Officer within the Texas Department of Aging & Disability Services.

Key responsibilities encompass managing the privacy hotline and general inquiries; evaluating privacy policies and procedures relevant to the department; aiding in the investigation of privacy-related incidents as directed by the Privacy Officer; conducting trend analysis of privacy occurrences; and developing tailored privacy training programs.

This role will also serve as an alternate member of the Data Governance Council, providing support to the Privacy Officer.

Core Responsibilities:
CR1. (35%) Gathers and evaluates privacy and confidentiality policies and procedures. Collaborates with various programs to address any discrepancies between program-specific and agency-wide policies.

Consults with the Privacy Officer regarding state and federal privacy regulations, including HIPAA, and ensures compliance with these standards in existing policies.

Assists programs in revising or formulating privacy policies and procedures for specific data categories.
CR2. (25%) Establishes and documents a privacy reporting framework, including the creation of necessary forms.
CR3.

(20%) Aids the Privacy Officer in documenting incident reports; collects information and documentation for incident inquiries; oversees the general mailbox and voicemail; and may collaborate with agency investigators as requested by the Privacy Officer.

CR4. (15%) Develops training materials focused on privacy, including reporting obligations.
CR5. (5%) Undertakes additional responsibilities as assigned.

Additional tasks may include active participation and/or support to fulfill the agency's responsibilities for disaster response and/or recovery or continuity of operations activation.

Such involvement may necessitate adjustments to shift patterns, assignments, and/or locations.

Required Knowledge, Skills, and Abilities:
Proficient understanding of HIPAA, information privacy, and compliance with federal and state privacy laws.

Strong interpersonal and leadership capabilities.

Experience in preparing comprehensive reports, managing projects, and facilitating meetings.

Ability to craft effective correspondence and reports for a diverse audience, including executives and senior management.

Capability to gather, analyze information, and resolve work-related issues.

Ability to exercise independent judgment and provide guidance to agency personnel.

Familiarity with public health and/or health and human services programs is advantageous.

Experience in policy and regulation development is preferred.
