Job Title: Budget & Management Analyst

Overview

Under supervision, engages in the examination, formulation, and oversight of the annual financial plan while conducting studies related to organizational structure, staffing, and operational methodologies.

Key Responsibilities

  • Evaluates and interprets budget proposals; gathers, assists, and analyzes supporting data; identifies budgetary issues needing resolution; participates in financial meetings; aids and advises operational departments in formulating budget forecasts.
  • Tracks purchase requests and payment approvals for adherence to established protocols and timelines.
  • Develops, reviews, and processes purchase requests and payment approvals for suitability and compliance with established guidelines, budgetary parameters, and contract stipulations.
  • Assists in drafting contract documents such as invitations to bid, contract specifications, and other necessary proposal request documents.
  • Contributes to the periodic assessment of budgetary expenditure trends and actions.
  • Participates in the execution of organizational and management studies, including involvement in option analysis and the formulation of recommendations.
  • Compiles data, both manually and using computer software, for the creation and preparation of managerial reports.
  • Provides technical assistance to users of the Budget Management System and/or other management information systems.
  • Prepares correspondence for various departmental personnel and divisions.

Additional Responsibilities

  • May assign, oversee, and evaluate the work of subordinate administrative support personnel.
  • Participates in and represents the department on various committees.
  • Engages in the design, revision, and preparation of forms, instructions, and procedural manuals.
  • Maintains personnel, financial, and budgetary documentation.
  • Performs other duties as required.

Desired Knowledge, Skills, and Abilities

  • Familiarity with the principles of budget and management analysis.
  • Understanding of the principles, practices, and procedures of administrative organization.
  • Knowledge of statistical methodologies.
  • Some familiarity with public finance and public administration.
  • Ability to apply financial principles and practices to establish and maintain budgets.
  • Ability to comprehend and adhere to budgetary processes and procedures.
  • Capability to compile, analyze, and summarize financial revenues and expenditures.
  • Ability to collect, monitor, and document financial data and generate reports.
  • Ability to evaluate the accuracy and validity of financial information.
  • Ability to assign and supervise the work of subordinate administrative personnel.
  • Effective communication skills, both verbal and written.

Minimum Qualification Requirements

A bachelor's degree from an accredited college or university in business or public administration or a field related to organizational and methods work and/or budget analysis, preparation, and administration.

Substitution

Professional experience in organizational and methods work and/or budget analysis, preparation, and administration may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Possession of a bachelor's degree in business or public administration or a field related to organizational and methods work and/or budget analysis, preparation, and administration.
  • One year of service with the District in a relevant role or two years of such service in a supportive capacity.
  • Civil service status in one of the aforementioned classifications.
