Overview

Under supervision, engages in the evaluation, formulation, and management of the annual financial plan while conducting organizational, staffing, and procedural studies.

Key Responsibilities

  • Evaluates and interprets budget proposals; gathers, assists, and analyzes supporting documentation; identifies budgetary issues needing resolution; participates in financial meetings; supports and guides operational departments in developing budget forecasts.
  • Tracks purchase requests and payment approvals for adherence to established protocols and timelines.
  • Generates, reviews, and processes purchase requests and payment approvals for suitability and compliance with established protocols, budgetary guidelines, and contract requirements.
  • Assists in drafting contract documents such as invitations to bid, contract specifications, and other necessary proposal documents.
  • Contributes to the periodic evaluation of budgetary spending patterns and actions.
  • Participates in the execution of organizational and management studies, including the analysis of alternatives and the preparation of recommendations.
  • Compiles data, both manually and utilizing software tools, for the creation and preparation of management reports.
  • Provides technical assistance to users of the Budget Management System and/or other management information systems.
  • Drafts correspondence for various departmental personnel and units.

Additional Responsibilities

  • May assign, oversee, and review the work of subordinate administrative support personnel.
  • Participates in and represents the department on special committees.
  • Engages in the design, revision, and preparation of forms, guidelines, and procedural manuals.
  • Maintains personnel, financial, and budgetary documentation.
  • Performs other duties as assigned.

Desired Knowledge, Skills, and Abilities

  • Understanding of budget and management analysis techniques.
  • Familiarity with the principles, practices, and procedures of administrative organization.
  • Knowledge of statistical methodologies.
  • Some understanding of public finance and public administration.
  • Ability to apply financial principles and practices to establish and manage budgets.
  • Ability to comprehend and adhere to budget processes and procedures.
  • Ability to compile, analyze, and summarize financial revenues and expenditures.
  • Ability to collect, monitor, and document financial data and generate reports.
  • Ability to evaluate the accuracy and validity of financial information.
  • Ability to assign and supervise the work of subordinate administrative staff.
  • Ability to communicate effectively, both orally and in writing.

Minimum Qualification Requirements

A bachelor's degree from an accredited college or university in business or public administration or a field related to organizational and methods work and/or budget analysis, preparation, and management.

Substitution

Professional experience in organizational and methods work and/or budget analysis, preparation, and management may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Possession of a bachelor's degree in business or public administration or a field related to organizational and methods work and/or budget analysis, preparation, and management.
  • One year of service with the District in a role such as Senior Administrative Specialist, Legal Assistant, Investigator, Accounting Associate, Secretary, Human Resources Assistant, Administrative Assistant, or Accounting Clerk III; or two years of such service as an Administrative Specialist.
  • Civil service status in one of the aforementioned classifications.
