Job Summary

Blue Water Thinking is seeking a skilled Junior Proposal Manager to join our team. As a key member of our proposal management team, you will be responsible for managing the proposal process from RFP release to proposal submission.

Key Responsibilities:

  • Develop and manage proposal schedules, outlines, and compliance matrices to ensure timely and quality proposal submissions.
  • Collaborate with project teams and subject matter experts to develop compliant and compelling proposals that meet the requirements of the RFP.
  • Analyze solicitations to develop detailed, annotated proposal templates.
  • Facilitate working sessions with SMEs, executives, teaming partners, authors, and other contributors to develop storyboards, solutions, and graphics.
  • Edit proposal content for effectiveness and style, ensuring clarity, readability, accuracy, persuasiveness, and compliancy.

Requirements:

  • Bachelor's degree in English, journalism, marketing, communications, or relevant area of study.
  • Minimum five (5) years' experience as a proposal writer or proposal coordinator.
  • Advanced skills in writing, editing, and proofreading, including proficiency with at least one industry editorial style guide.
  • Understanding of the federal procurement process and familiarity with Federal Acquisition Regulations (FAR) and agency-specific regulations.

Preferred Qualifications:

  • CF APMP certification
  • Shipley training
  • Experience with Department of Veterans Affairs proposals and / or IDIQ contracts.

Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.

Salary range: $80,000 - $110,000
