Position Responsibilities:

Strategic Planning
  • Work closely with senior management to develop and implement long-term strategic plans for efficient and cost-effective information processing and communication technologies.
  • Oversee operational and strategic planning within the IT department, including business requirements and resource allocation.
  • Guide organizational leaders in making informed investment decisions that balance immediate operational needs with long-term strategic goals.
  • Provide guidance on technology standards, best practices, and roadmaps.
Operational Oversight
  • Re-engineer infrastructure support as necessary to align with business processes and strategic vision.
  • Define project milestones, service level agreements, and resource allocation for executive teams and department leads.
  • Develop and review budgets for IT divisions, ensuring compliance with organizational goals.
  • Analyze IT system performance to assess operating costs and productivity levels.
  • Benchmark and report on IT infrastructure, making recommendations for improvements.
  • Manage procurement processes for hardware and software upgrades, ensuring compliance with requirements.
  • Authorize and oversee the deployment and maintenance of all IT hardware and software.
  • Conduct cost/benefit analyses for IT investments and initiatives.
  • Direct research on potential technology solutions to support new initiatives.
  • Oversee end-user services, including help desk and technical support.
  • Develop and implement IT policies and procedures, including those related to security and disaster recovery.
  • Manage vendor and consultant contracts and service agreements.
  • Supervise IT staffing, including recruitment and performance evaluations.
  • Maintain regular communication with senior leaders and department heads regarding IT activities.
Additional responsibilities may be assigned as necessary.

Qualifications:
  • At least 13 years of relevant experience with a bachelor's degree, or 11 years with a master's degree, or 9 years with a PhD in fields such as computer science or information systems.
  • A minimum of 10 years managing IT operations.
  • Proven experience in strategic planning, project management, and policy development within IT.
  • Strong technical knowledge of current network and operating systems, including cloud platforms.
  • Experience in systems design and development, from requirements analysis to management.
  • Demonstrated ability to apply IT solutions to business challenges.
  • In-depth knowledge of applicable laws and regulations related to IT.
  • Excellent communication skills, both written and verbal.
Equivalent combinations of education and experience will be considered.

Supervisory Responsibilities: This position will oversee IT Managers.
