Position Overview

As a Hydrology and Water Resources Specialist at Civil & Environmental Consultants, Inc. (CEC), you will engage in a collaborative environment within an employee-owned firm, working closely with clients, contractors, regulatory bodies, and governmental agencies. In this role, you will deliver services for a variety of projects, ranging from stormwater management and compliance to floodplain management and National Flood Insurance Program (NFIP) permitting and map revisions. Your contributions will span the entire project lifecycle, from initial conception through to construction, as you assist in the analysis, design, development of plans and specifications, permitting applications, bidding processes, and construction engineering. You will collaborate with a diverse team of skilled professionals, providing innovative solutions tailored to meet client needs while fostering a vision for growth. Key Responsibilities:
  • Execute advanced engineering design tasks on intricate water resource initiatives;
  • Conduct hydrologic and hydraulic evaluations to support the design and assessment of surface water systems and infrastructure;
  • Create and assess hydrologic and hydraulic models, performing necessary simulations;
  • Generate detailed plans, specifications, cost estimates, calculations, and reports, along with support for permit applications;
  • Carry out quality assurance and quality control reviews on various projects;
  • Provide guidance, training, and oversight for junior staff;
  • Oversee water resource-related projects and tasks;
  • Seek opportunities for client management and business development.
Qualifications:
  • Bachelor's degree or higher in Civil, Water Resources, or Biosystems Engineering (or a related discipline);
  • Professional Engineer license in Arizona or the ability to obtain one;
  • Minimum of 6 years of experience in water resources engineering;
  • Experience in mentoring and managing team members.
Preferred Skills:
  • Strong project management, time management, and organizational abilities, with a comprehensive understanding of task assignment, scheduling, budgeting, and resource efficiency;
  • Exceptional verbal and written communication skills, with the ability to convey information effectively through various mediums;
  • Capability to resolve complex issues using sound judgment, creativity, and innovation;
  • Ability to collaborate effectively within a team and engage in both creative and critical thinking;
  • In-depth knowledge of hydrologic and hydraulic processes, with expertise in modeling these systems;
  • Familiarity with Low Impact Development, Green Infrastructure, and/or Nature-Based Solutions;
  • Proficiency in AutoCAD Civil 3D or Microstation, ArcGIS, HEC-RAS, HEC-HMS, EPA SWMM, or other standard water resources software;
  • Experience with 2D Hydraulic Modeling (e.g., FLO-2D) is preferred but not mandatory.
