Civil Rights Policy Counsel

The NAACP Legal Defense & Educational Fund, Inc. (LDF) stands as a leading entity in the realm of civil and human rights law. Established in 1940 under the guidance of Thurgood Marshall, LDF emerged during a period when the quest for equality faced significant obstacles due to pervasive state-sponsored racial discrimination. The organization's mission has been pivotal in advancing racial justice, equality, and fostering an inclusive society.

LDF engages in litigation, policy advocacy, community organizing, and public education across various sectors, including criminal justice, economic justice, education, and political engagement. These efforts aim to uphold the fundamental human rights of all individuals, ensuring access to quality education, economic opportunities, the right to vote, and a fair judicial system.

This role will be integrated within LDF's Equal Protection Initiative and the Pro-Truth Initiative, situated in the Strategic Initiatives Department.

Key Responsibilities:
  • Formulate, develop, and execute legislative and policy reform strategies at federal, state, and local levels, aligning with the substantive priorities of the Equal Protection Initiative and Pro-Truth Initiative in collaboration with the Policy Department;
  • Conduct comprehensive policy research and analysis in areas such as racial justice, equal protection, civil rights, educational equity, economic justice, health equity, and First Amendment rights;
  • Engage in building and participating in coalitions, partnerships, and task forces at national, state, and local levels to promote equitable and inclusive educational environments;
  • Monitor emerging issues related to proposed legislation or agency actions at various governmental levels;
  • Identify and prepare for opportunities to influence legislation and policy at the federal level;
  • Draft and present legislative testimonies at federal, state, and local levels;
  • Organize and participate in briefings with Members of Congress, state and local legislators, and federal or state agency officials;
  • Collaborate with multidisciplinary teams to advance equitable educational initiatives;
  • Produce and disseminate research and policy briefs, fact sheets, reports, and other educational materials targeting relevant audiences;
  • Lead efforts in national, state, or local coalition campaigns addressing federal advocacy issues;
  • Perform additional duties as assigned by the Managers of the Equal Protection Initiative and Pro-Truth Initiative or other members of LDF's Senior Leadership Team.
Qualifications:
  • Juris Doctor or an equivalent advanced degree is strongly preferred;
  • A minimum of three years of experience in policy reform or advocacy at various governmental levels;
  • Exceptional research, writing, and public speaking capabilities;
  • A proven commitment to civil rights and racial justice;
  • Ability to collaborate effectively with coalitions of organizations and public officials;
  • Strategic thinking and planning skills concerning complex policy reform initiatives;
  • Capacity to work independently as well as within teams;
  • Willingness to travel as required.
