Position Summary

We are looking for a proactive and detail-oriented Assistant Program Manager (APM) to join our Global Program Management (GPM) Team. This role is essential in providing administrative, programmatic, and operational support for project management within our country/region/technical portfolio. The APM will engage in project-support tasks related to program management, business development, and proposal preparation, and may take on some leadership responsibilities in project execution. A significant portion of the APM's role will involve the Young Southeast Asian Leadership Institute (YSEALI) program, which facilitates a four-week fellowship for emerging leaders from Southeast Asia.

The salary for the Assistant Program Manager position is commensurate with experience, ranging from $51,873 to $64,841.

The APM will report to the Program Manager and/or Senior Program Manager and will not have supervisory responsibilities.

This position is contingent upon grant funding, and continued employment is dependent on ongoing financial support.

Key Responsibilities

Project Management

  • Oversee administrative, contractual, and financial components of projects, ensuring timely and budget-compliant deliverables.
  • Assist in the recruitment and onboarding of consultants and Short-Term Technical Assistance (STTA) personnel.
  • Facilitate logistics for YSEALI Fellows, including housing and travel arrangements, and review applications.

Financial Oversight and Compliance

  • Monitor and analyze project finances, including obligations and expenditures.
  • Support project staff in budget preparation.
  • Review and process monthly reports and prepare financial updates.
  • Reconcile expense reports and prepare necessary procurement documents.
  • Coordinate with team members on administrative matters such as travel and event planning.

Communications and Representation

  • Manage project communications, including the creation of newsletters and other content.
  • Represent ICMA at workshops and conferences as needed.

Business Development

  • Engage in business development activities, including research and proposal preparation.

Qualifications

  • Bachelor's Degree in International Development, Public Administration, Business, or a related field.
  • One to three years of relevant experience, including internships or volunteer work.

Skills and Competencies

  • Proficient in budgeting and financial management.
  • Skilled in Excel and other office software.
  • Ability to manage multiple tasks and deadlines effectively.
  • Strong organizational and communication skills.
  • Detail-oriented with a proactive approach to problem-solving.
  • Interest in the technical area and region.
  • Fluency in a second language is advantageous.
