Key Responsibilities
  • Lead Analytical Projects: Leverage a wide range of USG and private-sector reporting to plan, coordinate, and create analytical projects on behalf of the Russia Team.
  • Collaborate with GEC and USG Analysts: Work with GEC and other USG analysts to compile qualitative analytical reports on the Russian disinformation threat environment.
  • Develop Counter-Disinformation Strategies: Formulate strategies to counter state-sponsored disinformation and propaganda directly or indirectly, as appropriate, by exposing false narratives through Russia Team Exposure Group reporting.
  • Ensure Strategic Coordination: Ensure strategic coordination and consistency on analytical products across the GEC, including drafting internal memos and coordinating clearances for Front Office taskers.
  • Evaluate Research and Analytical Reporting: Evaluate third-party analytical research funded by the GEC and/or other USG entities to counter false narratives in the disinformation ecosphere.
  • Coordinate Exposure Group Plans and Reports: Ensure coordination of Exposure Group plans and reports with relevant regional policy bureaus and offices, as well as with functional bureaus, the interagency, and foreign governments as appropriate to ensure maximum awareness and support of Russia Team efforts.
  • Liaise with Stakeholders: Liaise with stakeholders, including foreign governments, NGOs, and other groups to stay abreast of ongoing counter-disinformation efforts outside the USG, and maintain relationships with relevant think tanks, members of academia, and private sector actors engaged in efforts related to the GEC mission.
  • Facilitate Training and Capacity Building: As needed, work with State Department and external partners to facilitate training designed to build capacity of the GEC's foreign government partners to counter state-sponsored disinformation.
  • Monitor and Report on Trends: Monitor and report on trends in Russian disinformation efforts across a variety of platforms and fora.
Requirements
  • Master's Degree in Social Science or Related Field: A Bachelor's Degree is required for this position; a Master's degree in Social Science or related field desired.
  • Fluent, Professional Proficiency in English: Fluent, professional proficiency in English; Reading proficiency in Russian.
  • Expert Knowledge of Current U.S. Foreign Policy Objectives: Expert knowledge of current U.S. foreign policy objectives, strategies, and programs to assess the relevancy and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy.
  • Knowledge of U.S. Foreign Affairs Information Sources: Knowledge of U.S. foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the Department.
  • Ability to Provide Advice and Guidance: Ability to provide advice, guidance, and consultation to senior and working-level officials on Russia Team analytical products.
  • Expert Ability to Evaluate Research and Analytical Reporting: Expert ability to evaluate research and analytical reporting on Russian disinformation efforts.
  • Ability to Liaise and Maintain Relationships: Ability to liaise and maintain relationships at all levels throughout the foreign policy, military, and interagency community to exchange information vital to multiple spheres of operation and work with partners in all the State Department's regional and functional bureaus and U.S. embassies.
  • Expert Oral and Written Communication Skills: Expert oral and written communication skills to prepare and present a variety of information such as analyses, findings and recommendations, position papers, and proposed policy positions; expert ability to brief, advise, and provide guidance to senior decision-makers in government and private sector engagements; solicit information; represent and speak for the office at meetings and conferences; and defend Russia Team equities.
  • Knowledge of Current Analytic Thought on Countering State-Sponsored Disinformation: Knowledge of current analytic thought on countering state-sponsored disinformation.
  • Ability to Synthesize Information: Ability to synthesize information and relevant insights from U.S. government agencies, academia and the private sector in order to formulate concise, qualitative analysis of the Russian disinformation environment.
  • Ability to Work Independently: Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment, while maintaining a flexible, team-oriented approach to work.
  • Excellent Ability to Build and Maintain Relationships: Excellent ability to build and maintain strong working relationships with colleagues.
