Job Overview:
This position involves performing advanced budget preparation and analytical tasks at a senior level. The role encompasses overseeing the planning, organization, coordination, and evaluation of budgetary activities and performance metrics.

Key Responsibilities:
1. Conduct thorough analysis, interpretation, organization, and reporting of budget data.
2. Evaluate expenditure trends and provide recommendations based on research, while leading or assisting other analysts in budget preparation and major projects.
3. Facilitate communication and coordination of work requests with the Chain of Command (COC), division personnel, and other state agencies as necessary.
4. Supervise and engage in the coordination, collection, and compilation of data for external reporting, including the Department's Legislative Appropriations Request (LAR), fiscal notes, and performance metrics.
5. Analyze the General Appropriations Act (GAA) throughout its progression in legislative bodies and prepare informative reports for executive management to stay updated on agency legislative activities.
6. Balance base requests, exceptional items, riders, and contingency appropriations by strategy to the GAA, leading the preparation of the Operating Budget annually.
7. Oversee and assist in forecasting monthly budget expenditures, conducting cash analysis, and reconciling unexpended balances to division estimates.
8. Prepare and review monthly budget analyses to present the Department's financial position to the Public Safety Commission as required.
9. Attend executive meetings and participate in internal committees and interview boards as designated.
10. Ensure regular attendance and adherence to approved work hours in line with agency policies.

Qualifications:
  • Education: Graduation from an accredited four-year college or university with a major in Accounting, Auditing, Business Administration, Management, Public Administration, or a related field is preferred.
  • Experience: A minimum of three (3) years of progressively responsible experience in accounting, budget preparation and analysis, financial management, fiscal policymaking, and performance measurement reporting.
Skills and Knowledge:
Proficiency in financial administration, budget control, fiscal accounting, and governmental accounting principles. Strong analytical reasoning, attention to detail, and interpersonal skills are essential. Must demonstrate the ability to handle sensitive information responsibly and adhere to confidentiality regulations.

Work Environment:
