This position involves high-level budget formulation and analytical tasks. The role requires the management of planning, organizing, coordinating, and evaluating budgetary operations and performance metrics.
Key Responsibilities:
1. Conduct comprehensive analysis, interpretation, organization, and reporting of financial data.
2. Evaluate spending trends and provide recommendations based on thorough research; mentor or assist fellow analysts in budget preparation and lead significant projects.
3. Liaise with the Chain of Command (COC), departmental personnel, and other state entities to identify issues, collect financial data, and compile reports.
4. Supervise and engage in the collection and organization of data for external reporting, including the agency's Legislative Appropriations Request (LAR), fiscal notes, and performance metrics.
5. Monitor the progression of the General Appropriations Act (GAA) in legislative bodies and prepare informative reports for executive management to stay informed on agency legislative activities.
6. Balance budget requests, exceptional items, and contingency appropriations by strategy to the GAA; lead the annual Operating Budget preparation by reconciling the GAA.
7. Oversee and assist in the monthly forecasting of budget expenditures, cash flow analysis, and reconciliation of unspent balances against departmental estimates.
8. Prepare and review monthly financial analyses to present the Department's fiscal status to the governing body as required.
9. Attend executive meetings and participate in internal committees and interview panels as assigned.
10. Maintain regular attendance and adhere to approved work hours in accordance with agency policies.
Qualifications:
Education:
- High school diploma required; a degree in Accounting, Business Administration, or a related field is preferred.
Experience:
- A minimum of three years of progressively responsible experience in financial management, budget analysis, or related fields is required.
Skills:
- Strong analytical and problem-solving abilities.
- Proficiency in Microsoft Office and relevant financial software.
- Excellent communication and interpersonal skills.
- Ability to handle sensitive information with confidentiality.
Physical Requirements:
- Office environment; must be able to perform essential functions of the job with reasonable accommodations.
