Director of Equalization/Zoning Administrator

McCook County is seeking a highly skilled and experienced professional to fill the role of Director of Equalization/Zoning Administrator. This position encompasses a variety of responsibilities, including equalization and zoning administration, and requires a strong understanding of property taxation, zoning regulations, and county government functions.
The ideal candidate will possess a thorough knowledge of survey/land measurement, assessment, and real property descriptions, as well as the ability to research methods and sources of data regarding equalization matters. They will also be able to perform complex problem-solving operations, prepare clear and concise reports, and communicate effectively with the general public and other employees.
The Director of Equalization/Zoning Administrator will be responsible for performing statutory duties of Director of Equalization in compliance with SDCL Chapter 10 and SD Department of Revenue rules. They will also direct investigations for preparation of appraisal defense, supervise the calculation and preparation of the assessment roll, and defend assessments and appraisals.
In addition, the successful candidate will be responsible for directing the collection of data concerning trends in cost, income, and market value of real estate, performing complex appraisals of land, commercial and industrial buildings, and residential buildings, and establishing, researching, and maintaining files to ensure proper posting of properties.
The Director of Equalization/Zoning Administrator will also be responsible for preparing reports for protest hearings, testifying at hearings when necessary, advising taxpayers of the appraisal process used in arriving at assessed value, and developing policies and procedures for compliance with applicable laws.
They will also be responsible for allocating projects to appropriate personnel, maintaining accurate records of department activities, and providing information and assistance to the public on equalization functions.
The ideal candidate will have a strong background in property taxation, zoning regulations, and county government functions, and will be able to work effectively in a team environment. They will also be able to travel overnight as needed and possess a valid South Dakota driver's license.
