Job Summary

This position provides executive direction to the formulation and administration of Risk Management, Safety, and Transportation programs, reporting directly to the Vice President for Business and Finance.

Key Responsibilities
  • Develop and Oversee Risk Management Programs: Ensure the highest possible degree of safety and compliance for the campus community.
  • Compliance and Regulatory Management: Monitor Risk Management, Safety, and Transportation programs to ensure compliance with applicable federal, state, and local laws and regulations.
  • Occupational Health and Safety: Develop and monitor programs related to occupational health, industrial hygiene, chemical, laboratory, biological, radiation safety, and animal care and usage.
  • Disaster Preparedness and Emergency Response: Assist with the development and maintenance of disaster preparedness plans and emergency operations plans.
  • Benchmarking and Performance Monitoring: Develop benchmarking criteria and collect performance data to monitor success and risk conditions associated with environmental safety.
  • Transportation and Safety Risk Management: Develop and implement programs dealing with the investigation and prevention of transportation and safety-related accidents; risk management and loss control; workforce safety and emergency preparedness.
  • Emergency Management and Training: Conduct and coordinate all campus fire drills and exercises as well as all employee training as it relates to emergency management, including FEMA-based and university-specific training in preparation for disasters.
  • Campus Emergency Response: Work closely with local first responders and emergency management officials in response to campus-wide emergencies as necessary within the Incident Command System (ICS), including serving as the Manager of the University's Emergency Operations Center, which is used for campus emergency response.
  • Facility Inspection and Maintenance: Oversee and ensure the inspection and maintenance of the campus-owned and leased facilities (including residential facilities) of fire safety measures.
  • Policy Development and Governance: Provide guidance and support to various University executives, committees, and councils related to governance and compliance regarding risk management, safety, and transportation.
  • Operating Budget Management: Administer and oversee the operating budget for Risk Management, Safety, and Transportation.
  • Fleet Management: Manage third-party fleet management contracts.
  • University Liaison: Serve as the University liaison with the State of Georgia (DOAS) Risk Management regarding insurance matters, surplus equipment, and vehicle acquisition.
  • Property Valuation and Inventory: Maintain and ensure current property values are reflected in BLLIP for insurance purposes.
  • Vehicle Acquisition and Maintenance: Responsible for acquiring and maintaining an inventory of vehicles available for employee and student travel.
  • Motor Pool Management: Direct and monitor internal procedures and management systems for control and utilization of motor pool vehicles and equipment.
  • Compliance and Regulatory Management: Oversee vehicle motor pool and equipment maintenance, preventative maintenance programs, and parts inventory.
  • University Compliance: Maintain and ensure University compliance with Board of Regents policies and procedures, federal, state, and local laws and regulations (including DOAS, DOT, and FMSCA) related to risk management, safety, and transportation.
  • Departmental Planning and Improvement: Participate in short and long-range departmental planning, capital outlay, and improvement projects.
  • Audit Coordination: Coordinate audits and ensure findings are addressed within 60 days of the audit report.
Requirements
  • Valid Driver's License: Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Education and Experience: Baccalaureate degree in a course related to the occupational field required or combination education and/or experience.
  • Minimum Experience: Minimum of three years of experience working independently in safety and risk management field.
  • Training Experience: Minimum of two years of training experience in safety and risk management.
  • Flexibility: Ability to work weekends and flexible hours.
