The Senior Electrical Engineer serves as the primary subject matter expert (SME) for medium voltage electrical systems within the Midstream sector. This role encompasses support for Gas Processing Plants, Gathering Systems, Pipelines, and Terminals (P&T) operations, along with responsibilities in instrumentation, automation, SCADA, and related functional areas. The engineer will ensure optimal technology design, selection, sizing, and application, while also creating and maintaining policies, procedures, and reliability practices associated with instrumentation and electrical systems. Additionally, the role involves training, auditing, and metrics related to field operations.

Key Responsibilities:
  • Oversee the selection and application of policies and practices for medium voltage electrical technology.
  • Collaborate with Operations, Engineering, and Project teams to prioritize capital and major maintenance budgets for instrumentation and electrical systems.
  • Work closely with field technicians and engineering staff to assess asset conditions and identify critical issues.
  • Troubleshoot electrical equipment and manage power demand and response in coordination with Operations.
  • Lead troubleshooting efforts when operations technicians face challenges without clear solutions.
  • Represent Phillips 66 in industry electrical and instrumentation trade associations, influencing positions favorable to the company.
  • Provide technical support for electrical systems, owning all governance documents and maintenance practices.
  • Manage the Electrical and Instrumentation Capital Program.
  • Assist with audits and compliance related to electrical and control systems.
  • Identify critical skills within the instrumentation and electrical community and facilitate training for technical personnel.
  • Coordinate with internal and external groups to establish best practices for instrumentation and electrical systems.
  • Utilize data to support technical positions and recommendations.
  • Conduct site electrical health assessments in line with industry standards.
  • Serve as the SME for relevant codes and standards affecting equipment and systems.
  • Evaluate new technologies to enhance safety, reliability, and productivity.
  • Support procurement in vendor agreements and maintain compliance with electrical safety standards.
Required Qualifications:
  • Legally authorized to work in the job posting country.
  • Bachelor's Degree in Electrical/Electronics Engineering.
  • A minimum of 15 years of electrical engineering design experience.
  • At least 10 years of field experience in design, installation, operation, and maintenance.
  • 5 years of direct experience with instrumentation and electrical standards such as ISA, PIP, API, NFPA, and IEEE.
  • 10 years of experience with electrical design/construction in hazardous locations.
  • 3 years of experience managing capital and maintenance budgets for electrical systems.
Preferred Qualifications:
  • Experience with Allen Bradley PLC systems and programming.
  • Familiarity with SCADA systems.
  • Expertise in industrial electrical system specification, design, and maintenance.
  • Knowledge of protective relay systems and high voltage substations.
  • Strong interpersonal and communication skills.
