About the Operations Administrator Role
Position Summary: Reporting directly to the CEO, the Operations Administrator oversees various business functions, including contract management, program oversight, and financial administration. This role supports strategic decision-making by providing critical information to leadership and program management through thorough research and analysis of financial data, contract management, and reporting. The Operations Administrator ensures that all records are accurate, consistently maintained, and acted upon within the Enterprise Resource Planning (ERP) system (Microsoft Business Central). This individual will guarantee that all payment processes are executed accurately and promptly. The Operations Administrator will collaborate with customer contract officers and specialists to review and implement necessary contract documentation, including terms and conditions. They will also work with subcontractors to ensure the required subcontract documentation is in place. This key position requires a strong sense of ownership over the accounting, financial, contract, and program operations to ensure efficient and effective business functioning.
Key Responsibilities:
Business Operations and Management:
- Prepare, audit, and process Accounts Payable, Accounts Receivable, sales invoices, expenses, monthly reports, and ensure DCAA compliance using company tools. Administer all accounting, financial, and contract inputs and outputs utilizing the Microsoft Business Central GovCon ERP system. Utilize Wide Area Workflow (WAWF) for all government invoicing.
- Maintain up-to-date financial status by collecting, processing, and analyzing information and preparing reports as necessary.
- Stay informed about the company's business and operational status, proactively addressing issues to support operations and administration.
- Oversee and audit daily, weekly, monthly, quarterly, and year-end accounting, financials, and contracts.
- Prepare provisional rate budgets, actual rates, and annual ICE reports for DCAA.
- Assist in business development proposal preparation and estimating using historical financial data and analysis.
- Support program administration and execution.
- Facilitate business operations analysis, administration, and management.
Contract Administration and Management:
- Review all contracts to ensure:
- Terms and conditions are acceptable.
- Contracts are consistent and accurate with agreed-upon terms.
- Negotiated terms are implemented.
- Milestones are met according to schedule and invoiced promptly.
- The team is aware of contract requirements and upcoming milestone deliverables.
- Notify clients of any changes, such as adjustments in milestone delivery dates or Statements of Work.
- Review and establish NDAs with new clients.
- Manage all contract requirements and collaborate with customer contract personnel.
- Oversee all contractual inputs and outputs within the Microsoft Business Central ERP system and manage contracts and deliverables in online tools provided by clients.
- Administer the company's S.A.M. database for government contracting.
Governance, Audit, and Internal Controls:
- Ensure compliance with financial regulations and guidelines.
- Stay updated on the latest laws and regulations, including EAR and ITAR.
- Apply for and manage export licenses.
- Understand and implement Federal Acquisition Regulations (FAR) and Defense FARs (DFAR).
- Implement and adhere to Generally Accepted Accounting Principles.
Qualifications:
- Bachelor's degree in Finance, Accounting, Business Administration, or a related field, with a minimum of 7 years of experience. Advanced degrees may substitute for 2 years of experience per degree. Relevant experience in a small business environment is advantageous.
- Familiarity with government contract requirements, including FAR and DFAR.
- Ideal candidates will be proficient users of Microsoft Dynamics/Business Central; experience with other ERP tools will also be considered.
- Strong proficiency in Microsoft Office tools, particularly Excel and Word.
- Ability to work independently on assigned tasks while also accepting direction on specific assignments.
- Ability to collaborate effectively with the leadership team and other personnel.
- Excellent communication and interpersonal skills.
- Aerospace industry experience is a plus.
- Skills in negotiation and conflict resolution.
- Strong organizational and time management abilities.
