Program Analyst for Resource Management

CALIBRE Systems, Inc., a distinguished Employee-Owned Management Consulting and Digital Transformation firm, is in search of a Program Analyst specializing in Resource Management to enhance the operations of the U.S. Army Base Realignment and Closure (BRAC) Office. The selected analyst will deliver comprehensive financial oversight and programmatic assistance, which encompasses planning, programming, budgeting, funding execution, and accounting for all BRAC activities.

The analyst will be tasked with conducting in-depth evaluations of the cost baselines associated with all impacted BRAC installations and will implement strategies to monitor and assess cost variations.

Additionally, the analyst will assist the BRAC Office in pinpointing essential needs and urgent requirements, analyzing execution data for program delays, revenues, and reimbursements to be integrated into the funding stream. This role also involves supporting Army BRAC staffing initiatives and managing executive correspondence related to associated Resource Management actions.

Key Responsibilities:

Provide assistance in the following areas:

  • Managing daily ledger activities and related operations for the classification and documentation of financial transactions.
  • Evaluating outcomes and interpreting the implications of transactions on the financial resources of the BRAC Program.
  • Estimating, monitoring, and reporting on environmental liabilities.
  • Applying accounting principles to resolve issues and provide guidance.
  • Supporting data requests and analyzing the provided information.
Required Qualifications:
U.S. Citizenship is mandatory.

Must possess the ability to obtain an active Secret clearance.

Exceptional verbal and written communication skills, along with strong organizational abilities.

Proficiency in MS Office applications and SharePoint.

Experience with DoD/Army resource management systems is essential.

Preferred Qualifications:

Possession of an active Secret clearance is advantageous.

Expertise in DoD/Army resource management systems is preferred.

Certification as a Defense Financial Manager (CDFM) or DoD Financial Management Certification is a plus.

Experience Requirements:
Three to five years of experience in financial processes and database management is required.

Preferred Experience:


A minimum of five years of recent relevant Resource Management experience within financial processes at Army or other DoD Service level staffs.

Experience with the following Army/DoD financial management systems is desirable:

  • Defense Finance Accounting Service (DFAS)
  • Program Budget Allocation System (PBAS)
  • SF133, Report on Budget Execution and Budgetary Resources and 1002 reports
  • Integrated Resource Management Information System (IRMIS)
  • Standard Finance System (STANFINS)
  • Corps of Engineers Financial Management System (CEFMS)
