Position Overview: The Statewide Procurement Specialist plays a crucial role in managing procurement processes for state agencies and higher education institutions. This position involves overseeing a diverse range of commodity groups and services while ensuring compliance with procurement laws and regulations.
Key Responsibilities:
- Evaluate and assess complex procurement requests across various categories.
- Conduct market research to understand specifications, job functions, and pricing trends.
- Provide expert guidance to agency procurement personnel and evaluation committees on legal and procedural matters.
- Facilitate public bid openings and assess vendor proposals.
- Negotiate contract terms, award contracts, and monitor vendor performance.
- Administer statewide contracts and negotiate with vendors regarding pricing and performance issues.
- Utilize financial and procurement software to manage data and generate compliance reports.
- Train new procurement staff and develop educational materials.
- Engage in legislative review and contribute to policy development in procurement.
- Perform additional duties as assigned.
Qualifications:
The ideal candidate will possess a bachelor's degree in business administration, public administration, procurement, or a related field, along with four years of relevant experience in procurement or a similar area. Equivalent education or experience may be considered.

- Familiarity with market conditions and resource availability.
