Cultural Resources Group Manager

Aztec Engineering Group is seeking a highly motivated and qualified professional to manage our Cultural Resources Group and support the regional technical lead as we expand our cultural resource management services throughout the Southwest and beyond.
The Cultural Resources Group manager will supervise and mentor staff, manage staff workload and recruitment, facilitate strategic direction of the program and business and client development, manage large projects and on-call contracts, and ensure that data collection and deliverables are accurate and meet ethical, scientific, and regulatory standards as well as client needs.
This position is key to ensuring Aztec consistently produces high-quality deliverables while employing a technically sound approach within budgeting and scheduling constraints.
The ideal candidate will be a capable, committed leader who is self-directed, positive, and flexible, adept at coordinating with others across diverse settings, and has exceptional problem-solving, collaboration, and communication skills.
Key Responsibilities:
- Review, edit, and/or draft cultural resources inventory, assessment, and documentation reports, treatment and resource management plans, agreement documents, and excavation reports.
- Review and prepare cultural resources sections of environmental documents (EAs, EISs, EOs, etc.).
- Develop cost proposals, including budget, scope of work, and schedule.
- Draft text in response to RFPs, RFQs, and other competitive solicitations.
- Procure and ensure Aztec adheres to the terms, conditions, and requirements of blanket and project-specific permits and agreements issued for cultural resource investigations.
- Complete cultural resources projects and tasks accurately, ethically, and thoroughly, while adhering to budgets and schedules.
- Ensure ethical and scientific integrity and overall exceptional quality of deliverables, including data collection, analysis, and reporting.
- Support and guide cultural resources staff through effective leadership, mentoring, training, and supervision.
- Effectively collaborate with staff across technical service lines (cultural resources, environmental, engineering) and with administrative and marketing staff.
- Develop and maintain strong professional relationships with clients, agencies, and colleagues.
- Effectively lead clients through the cultural resource compliance process and support agencies in the management, protection, and preservation of cultural resources.
- Conduct annual staff reviews, ensure safety policies are implemented, manage staff utilization, and develop a business plan.
- Direct and/or perform cultural resources fieldwork.
- Breakdown: 80% office, 20% fieldwork
Requirements:
- Advanced degree in anthropology, archaeology, or closely related field.
- Credentials meeting the Secretary of the Interior's Professional Qualification Standards in Archaeology.
- Registered Professional Archaeologist.
- Minimum of 10 years of professional experience developing and directing cultural resources investigations, as well as managing and performing all related tasks—from research and analysis to reporting of results.
- Minimum of 2 years of supervisory experience overseeing, mentoring, and guiding staff in the completion of cultural resources projects and tasks.
- Principal investigator currently permitted by the Arizona State Museum, or able to meet Arizona Antiquities Act and federal permitting requirements.
- Knowledge of and experience with procuring agency permits required to complete cultural resource investigations.
- Experience writing, reviewing, and editing cultural resource technical documents.
- Experience developing scopes of work, cost proposals, and/or statements of qualifications for contract solicitations.
- Experience developing and maintaining strong professional relationships.
- Experience collaborating and coordinating effectively with Native American tribal representatives.
- Demonstrated experience with and understanding of federal, state, and tribal cultural resource laws and regulations—particularly, Section 106 of the National Historic Preservation Act, the Archaeological Resources Protection Act, the Arizona Antiquities Act, the Arizona State Historic Preservation Act, and the Native American Graves Protection and Repatriation Act.
- Demonstrated understanding of the various cultural traditions and associated material culture in the Southwest or Great Basin region, or both.
- Exceptional verbal and written communication skills.
- Demonstrated experience managing and completing projects of all sizes on time and within budget, from inception to completion.
- Ability to define and understand project requirements, develop a scope of work that meets client needs, and manage client expectations.
- Ability to manage projects from inception to completion.
- Ability to strategize, prioritize, and develop creative solutions to client, project, and staff challenges.
- Ability to lead and work as part of a team.
- Demonstrated success in effective delegation and oversight.
- Ability to walk up to 10 miles per day in adverse conditions (rugged terrain, remote locations, hot and cold temperatures, arid environments, dense vegetation) and carry up to 25 pounds of equipment.
- Ability and willingness to travel overnight and/or out of state up to 20% of the year to direct fieldwork.
- Possess a valid driver's license and good driving record.
- Technical specialization (e.g., ceramic analysis, lithic analysis, or GIS) preferred.
- Demonstrated understanding of GPS and GIS (tablet, ArcGIS 10) preferred.
- Prior experience with project management preferred.

This position will require general supervision and will have to use independent judgment within established guidelines. Generally, uses advanced knowledge to analyze, interpret, or make deductions from varying facts or circumstances
