Job Description

The City and County of San Francisco is seeking a skilled Technical Project Manager to join the Technology Division of the San Francisco Police Department. This role involves managing projects, conducting analyses, and implementing new law enforcement technologies.

Key Responsibilities
  • Manage and oversee the development of infrastructure across various police facilities to support technologies such as drones, automatic license plate readers (ALPR), and their associated software platforms.
  • Ensure seamless integration with existing law enforcement systems.
  • Oversee the more difficult and complex aspects of any software development life cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessments, and telecommunications needs analysis.
  • Support all activities to develop and maintain stakeholder project awareness, engagement, and buy-in leading to the implementation of new technologies.
  • Review and gain approval for all procurement and implementation activities within the corresponding department.
  • Host and manage department and cross-departmental meetings, developing agendas, and post-meeting minutes.
  • Design, develop, and implement new systems based on scope, boundaries, and objectives of the project.
  • Manage the modernization of the Record Management System (RMS) to meet FBI and California DOJ crime statistics compliancy.
  • Contribute, comment, and gain approval for Department Notices, MOUs, and contracts related to implementing new law enforcement technologies.
  • Advocate, support, and document organizational process review and organizational change management for implementations.
  • Follow recognized Project Management methodologies for waterfall and agile projects.
  • Prepare timely, accurate, and meaningful project reports for management.
  • Monitor and document risks and issues, including tracking project tasks.
  • Prepare test plans, documentation, and training materials.
  • Establish and maintain good working relations within the Technology Division, vendors, management, sworn members, command staff, and other City members and stakeholders outside of SFPD.
  • Effectively represent SFPD at strategic or complex customer meetings, or City events in a professional manner.
Qualifications

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units. Five (5) years of full-time experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate's suitability for employment.
