SUMMARY:
Oversees the daily functions of the Information Technology Division; formulates policies, procedures, standards, and objectives. Manages and supervises personnel, hardware/software needs, and system implementations along with workflow.

PRIMARY FUNCTIONS:
1.

The Security Officer, in conjunction with the Privacy Officer, is tasked with facilitating the development, execution, and monitoring of all activities related to Health Information Security initiatives to ensure compliance with HIPAA Security Regulations.

The goal of all oversight activities is to uphold the confidentiality, integrity, and availability of electronically protected health information.


2. Recruits, trains/orients, and assigns personnel within the department. Establishes performance standards, assesses annual performance, and recommends or initiates personnel actions.

3. Formulates departmental goals and objectives, and develops and enforces policies and procedures for departmental operations.

4. Creates and proposes the departmental operating budget and ensures adherence to budgetary constraints.

5. Engages in contract negotiations with existing and prospective vendors.

6. Oversees the preparation and upkeep of departmental reports. Generates periodic reports for Administration as necessary.

7. Plans, organizes, and directs activities within the IT Division.

8. Identifies and documents space, equipment, supply, and service requirements.

9.

Assesses equipment capabilities and recommends acquisitions of equipment, hardware, and software for the IT Division and personal computer use throughout the organization.


10. Establishes priorities for system modifications and requests.

11. Ensures prompt and courteous responses to requests for computer and telephone services within the organization.

12. Maintains departmental facilities and equipment to promote efficiency and safety for staff.

13.

Engages in professional growth and development through seminars, workshops, and professional affiliations to stay current with the latest trends in the field.


14. Manages programs and directs the telephone system for the organization to ensure continuous service.

15. Oversees adequate updates, backups, logs, and retention of records for computer and telephone systems. Maintains manuals on updates and informs various departments of changes as soon as notified.

16. Conducts group or individual training on software for the entire staff.

17. Participates in committee meetings as required.

18. Collaborates with other departments and staff to achieve the organization's aims and objectives.

19. Understands and adheres to the organization's Compliance Policy/Code of Conduct.

Reports to the Compliance Coordinator any conduct or activity, either observed or made aware of, that could be deemed questionable, unethical, or illegal.


20. Develops, implements, tests, and reviews the organization's information security measures to safeguard information and prevent unauthorized access. Informs relevant users about security protocols, explains potential threats, installs software, implements security measures, and monitors networks.

21. Performs other related duties as assigned by Administration.

POSITION QUALIFICATIONS:
1.

Minimum Education:
Bachelor's Degree in Computer Science or Information Systems

2.

Minimum Experience:
Project management and five (5) years of IT management experience in a healthcare environment.

3.

Minimum Field of Expertise:

Extensive knowledge of computer hardware (Dell, HP, Cisco), computer systems, data communications, and major software packages (word processing, spreadsheets, database, and graphics) HMS Clinical Systems, experience preferred.

Two years of working experience with Active Directory.

REPORTS TO:
Chief Financial Officer

PHYSICAL REQUIREMENTS:
1.Ability to stand, walk, or view a computer screen for extended periods.

2.Ability to perform repetitive hand and wrist motions for extended periods.

3.Involves sitting approximately 70 percent of the day, with walking or standing for the remainder during training programs.
