Key Responsibilities:
  • Lead and Motivate: Supervise and guide a high-achieving team, promoting a cooperative and encouraging work atmosphere.
  • Program Oversight: Manage the daily functions of various programs, ensuring that objectives and goals are achieved.
  • Financial Management: Oversee budgets, track spending, and make prudent financial choices.
  • Policy Knowledge: Remain updated on pertinent policies and regulations, ensuring adherence and implementing necessary changes effectively.
  • Data Utilization: Leverage data to guide decision-making, recognize trends, and evaluate program results.

  • Comprehensive understanding of income maintenance programs (Food Stamps, Medicaid, etc.).
  • Competence in computer systems and data analysis.

WORK DESCRIPTION: This role involves the direct supervision of the Non-Emergency Medicaid Transportation, Crisis Intervention Program, Child Care, and Training units, along with technical oversight of lower-level supervisors responsible for income maintenance sub-program units on a daily basis. The income maintenance programs include Food Stamps, Aid to Families with Dependent Children, Medicaid, Long-Term Care, and Low Income Energy Assistance. This position also entails reviewing work, assessing staff performance, providing guidance, and other personnel-related functions. The ideal candidate will possess excellent computer skills and the ability to interpret policies, job aids, and change notices within the automated system.

KNOWLEDGE, SKILLS & ABILITIES: In-depth understanding of the needs, challenges, and perspectives of disadvantaged individuals. Extensive knowledge of public assistance manuals. Significant familiarity with all income maintenance programs and the documentation used for eligibility determination. Considerable awareness of all agency programs and services. Good knowledge of community programs and services that may impact clients/applicants. Strong understanding of budget and planning processes. General knowledge of basic supervisory and management skills. Ability to instruct, organize, direct, and supervise lower-level employees effectively. Capacity to maintain positive working relationships with applicants and others encountered during work. Ability to assess needs and plan for future requirements. Proficiency in reading, analyzing, and interpreting rules, regulations, and procedures. Ability to communicate effectively with supervisors, agency staff, public officials, and the community both orally and in writing.

MINIMUM EDUCATION AND EXPERIENCE: Four years of experience in income maintenance programs, including one year of supervisory experience in an income maintenance or service program; or an equivalent combination of training and experience.

PREFERENCE MAY BE GIVEN TO THOSE WITH BI-LINGUAL SKILLS AND/OR DSS EXPERIENCE.
