GENERAL OVERVIEW:

Durham County Government is dedicated to serving the community through a diverse range of essential services. This position plays a crucial role in the environmental health sector, focusing on the management and oversight of on-site wastewater systems.

POSITION SUMMARY:

The Environmental Health Program Specialist is responsible for executing both administrative and field-related tasks associated with the on-site wastewater program. This role involves advanced evaluation, troubleshooting, and determining repair options for malfunctioning wastewater systems.

KEY RESPONSIBILITIES:

The following duties represent the primary responsibilities of this position. Additional tasks may be assigned as necessary:
  • Enforcement of state regulations and statutes concerning on-site wastewater systems.
  • Conducting site evaluations and issuing permits.
  • Monitoring existing systems and performing installation inspections.
  • Maintaining accurate documentation and records in compliance with applicable laws and policies.
  • Performing related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

The ideal candidate will possess:
  • A solid understanding of environmental health laws and procedures.
  • Practical knowledge in microbiology, chemistry, soil science, and basic engineering technology.
  • Familiarity with community resources and the responsibilities of other agencies in environmental health.
  • Advanced knowledge of on-site wastewater treatment system design and water supply protection.
  • Strong analytical skills to comprehend various technical and administrative regulations.
  • The ability to communicate effectively and educate stakeholders on public health matters.
  • Capability to independently plan and organize work activities.

EDUCATION AND EXPERIENCE:

Applicants should have a minimum of two years of experience as an Environmental Health Specialist within a health department.

CERTIFICATIONS AND LICENSES:

Candidates must be a Registered Environmental Health Specialist in North Carolina and possess a valid North Carolina driver's license with a satisfactory driving record.

PREFERRED QUALIFICATIONS:

Preferred candidates will have:
  • Current State authorizations in wells and pools.
  • Skills in ArcGIS.
  • Bilingual abilities (Spanish).
  • Registration as a Licensed Soil Scientist in North Carolina.
