Position Summary

The Human Resources Specialist will deliver professional administrative and technical support to the Human Resources Department. This role encompasses a broad range of human resources programs and services, including recruitment, benefits administration, safety, wellness initiatives, HR/Payroll systems, and compliance matters. The position requires handling sensitive data and maintaining confidentiality while supporting the Human Resources Manager.

Key Responsibilities

Recruitment and Onboarding
  • Facilitate the recruitment process, including job postings, advertising, interview preparation, and conducting interviews.
  • Manage the applicant tracking system for recruitment and onboarding activities.
  • Coordinate background checks, drug screenings, and physical examinations for applicants.
  • Oversee the new hire onboarding process, ensuring completion of paperwork, conducting benefits orientations, and scheduling training sessions.
  • Enhance the employee onboarding experience.
HR Systems and Benefits
  • Administer and maintain the HR/Payroll system, processing new hire information, compensation, demographic, and benefit changes.
  • Manage employee benefits, insurance, and deferred compensation plans, including enrollment processing, open enrollment coordination, and serving as a resource for employee inquiries.
Leaves and Compliance
  • Complete employment verifications, unemployment requests, and wage surveys.
  • Administer leave of absence programs (FMLA, STD, LTD, workers' compensation).
  • Maintain electronic employee records, including personnel, medical/legal, training, safety, and other confidential materials.
  • Oversee the DOT drug and alcohol testing program.
  • Submit injury claims to the workers' compensation carrier and prepare OSHA reports.
Employee Relations
  • Communicate and interpret organizational employment policies.
  • Act as the first point of contact for employees regarding benefits, leave of absence, and workers' compensation.
  • Assist in collective bargaining preparations and the interpretation of contracts and HR policies.
Committees and Events
  • Support the development and coordination of employee recognition programs, onboarding, training, and special events.
  • Coordinate Safety Committee meetings and training sessions in collaboration with the Safety Consultant.
Other Duties
  • Utilize technology to enhance and streamline HR processes.
  • Stay informed about relevant state and federal laws and regulations, recommending necessary compliance actions.
  • Perform additional duties as assigned.
Qualifications

Knowledge, Skills, and Abilities
  • Strong attention to detail.
  • Understanding of federal, state, and local regulations related to public sector employment.
  • Excellent verbal and written communication skills.
  • Ability to develop and maintain effective working relationships with colleagues and the public.
  • Capacity to maintain confidentiality and professionalism.
  • Ability to interpret policies, procedures, and labor contracts clearly and positively.
  • Research skills to understand the impact of new policies and recommend actions.

Minimum Qualifications
  • Bachelor's degree in Human Resources Management, Business Administration, or a closely related field, or equivalent experience.
  • Three years of experience in Human Resources.
  • Valid Driver's License.
Desirable Qualifications
  • Experience in public sector Human Resources.
  • Familiarity with HRIS and applicant tracking systems.
